Experience in reforming administrative procedures was shared during a seminar held in the Mekong Delta city of Can Tho on October 9. 

The goal of administrative overhaul for 2011-2020 is building a system of strong, healthy, modern and effective State agencies from the grassroots level, towards improving the quality of public services, according to the Ministry of Home Affairs. 

Pham Minh Hung, Director of the ministry’s administrative reform project, acknowledged positive results of reforming the State administrative apparatus over the past time, but they are yet up to expectations due to the lack of specific regulations on the function, responsibility and action plans for each agency, as well as low morale of civil workers. 

Representatives from the Departments of Home Affairs from Can Tho, Binh Duong, Bac Giang and Hung Yen said personnel training courses and guiding documents make it easier for localities to process formalities. 

They suggested issuing regulations on the number of management and cadre positions at the communal and district levels and installing personnel management software, among others. 

The event was co-hosted by the Ministry of Home Affairs and the United Nations Development Programme (UNDP).-VNA.
