Over the past eight decades, Vietnam has granted early release to hundreds of thousands of inmates. Since 2009, more than 100,000 individuals have benefited from amnesty decisions by the State President.
Congratulating those released at Phu Son 4, Deputy PM Nguyen Hoa Binh reminded them that amnesty is only the beginning of a new journey, expressing confidence that the skills and determination learned in prison will help them rebuild their lives.
Decision No. 1693/QD-CTN, signed by State President Luong Cuong August 29 and will be effective on September 1, grants amnesty to 13,920 individuals, including 13,915 serving sentences and five with sentences temporarily suspended.
Vietnam has implemented 40 amnesties in 80 years. Since 2009, 11 presidential decisions have benefited nearly 100,000 prisoners.
The policy reflects Vietnam’s tradition of humanity and compassion, as well as the Party and State’s leniency toward convicted prisoners who have sincerely repented, made outstanding contributions to rehabilitation, and expressed the desire to reintegrate into society as law-abiding and useful citizens.
The second round of amnesties in 2025 involves the largest number of eligible inmates in history, reflecting the significance of the National Day anniversary, said Permanent Deputy Prime Minister Nguyen Hoa Binh.
The National Day amnesty is a testament to the humane policies of the Party and State, the effectiveness of rehabilitation, and the balance of strict law enforcement with compassion in Vietnam’s governance.
Deputy Foreign Minister Dang Hoang Giang reaffirmed that amnesty is a humanitarian policy of the Party and State, reflecting the Vietnamese tradition of compassion and winning attention and high praise both domestically and internationally.
Permanent Deputy Prime Minister Nguyen Hoa Binh on July 16 signed an official dispatch instructing ministries and localities to strictly implement the second round of the 2025 amnesty.
The amnesty embodies the Party and State’s dual approach: strict legal enforcement paired with humane and rehabilitative policies toward remorseful offenders, said Permanent Deputy PM Nguyen Hoa Binh.
According to official figures, a total of 8,056 inmates have been granted early release under this year’s amnesty.
Up to 8,055 prisoners, and another whose jail term is temporarily suspended in 2025 will receive amnesty this year, effective from May 1.
Amnesty is of particular importance in 2025 as it is carried out amid the 50th anniversary of the liberation of the South and national reunification, said Deputy Foreign Minister Do Hung Viet.
