Hanoi (VNA) - The Ministry of Public Security's Investigation Security Agency has finalised an investigation conclusion recommended prosecuting 41 defendants for their involvement in the case of violating accounting and bidding regulations that led to serious consequences; giving and taking bribes; abusing position and power while on duty; and taking advantage of influence over persons holding positions of power for personal gains, at Phuc Son Group and related provinces.
Nguyen Van Hau (also known as Hau "Phao"), Chairman and CEO of the Phuc Son Group, was proposed for prosecution on charges of violating accounting and bidding regulations that led to serious consequences, and giving bribes.
Nine defendants will be prosecuted for taking bribes, including Hoang Thi Thuy Lan, ex-Secretary of the Vinh Phuc provincial Party Committee; Le Duy Thanh, ex-Chairman of the Vinh Phuc provincial People's Committee; Pham Hoang Anh, ex-Vice Secretary of the Vinh Phuc provincial Party Committee; Nguyen Van Khuoc, ex-Vice Chairman of the Vinh Phuc provincial People's Committee; Cao Khoa, ex-Chairman of the Quang Ngai provincial People's Committee; and Le Viet Chu, ex-Secretary of the Quang Ngai provincial Party Committee.
Ex-Secretary of the Vinh Phuc provincial Party Committee Pham Van Vong; ex-Secretaries of the Phu Tho provincial Party Committee Ngo Duc Vuong and Nguyen Doan Khanh; ex-Chairman of the Vinh Phuc provincial People's Committee Phung Quang Hung; and ex-Vice Chairman of the Vinh Phuc provincial People's Committee Ha Hoa Binh will be prosecuted for abusing position and power while on duty.
According to the investigation agency, Hau and other defendants are accused of violating laws in several infrastructure and real estate projects and bidding packages in Vinh Phuc, Quang Ngai, Phu Tho and Vinh Long provinces.
Hau met with and gave bribes to Vinh Phuc’s ex-officials to secure their influence. Those officials abused position and power to direct, intervene, and unlawfully facilitate the appointment of Hau’s company as the investor, as well as approve land allocations and adjustments to projects.
Investigators also found that Hau and other defendants had given and received bribes, violated bidding regulations causing serious consequences related to two bidding packages of Tra Khuc River south bank road and a project to upgrade National Highway 1 in Quang Ngai.
Meanwhile, Dang Trung Hoanh, ex-Chief of the Party Committee's Office of Mang Thit district in the Mekong Delta province of Vinh Long received bribes from Hau under the guise of charity activities./.
