Government action program to promote science, technology, national digital transformation

The government has issued Resolution No. 03/NQ-CP, an action program to implement Resolution No. 57-NQ/TW on breakthrough development in science, technology, innovation, and national digital transformation.

Hanoi (VNA) - On January 9, the Government issued an action program to implement Resolution No. 57-NQ/TW, focusing on breakthrough development in science, technology, innovation, and national digital transformation, with two main goals and seven specific tasks, as following.

Raising awareness and driving change

The Government requires ministries and local authorities to establish regulations holding leaders accountable for overseeing and implementing science, technology, innovation and digital transformation tasks.

Additionally, the Government aims to expand free online training on STI, innovation, and digital skills for the public and businesses, while launching a nationwide campaign to foster digital transformation.

Removing barriers in policies and regulations

Ministries and localities need to review and remove barriers in policies related to the development of science, technology, innovation, digital transformation, and high-quality human resources.

Legal frameworks must be improved to create a favorable environment for digital activities across all sectors. Special mechanisms for investment, public procurement should be established to accelerate national digital transformation.

The Science and Technology Law (2013) and related laws need to be amended to streamline procedures, decentralise management, and increase investment in science, technology, and innovation.

Additional policies should be introduced to create incentives and simplify procedures for investment in digital transformation, attracting and effectively utilising resources.

Improving infrastructure system

A network will be established to link innovation centers and creative startups, focusing on strategic technologies and digital transformation.

Programs will be implemented to promote key sectors of the National Innovation Center, with at least five projects in areas like semiconductors, AI, digital technology, smart factories, and smart cities by 2030.

Tax incentives will be offered to support investments in digital products and services, along with policies to help businesses build research and development centers.

The legal framework will be strengthened to accelerate AI integration, aligning with state management for proactive development.

Developing high-quality human resources

Comprehensive measures will be deployed to enhance STEM education and career guidance, thus attracting top students to STEM fields.

Scholarship, tuition waiver, and fee reduction policies for STEM students in strategic technology fields will be reviewed and amended, supporting training in areas like cybersecurity and advanced materials with state funding.

Programs will be launched to train engineers, master's degree holders, and PhDs in key sciences and technologies.

Vocational training initiatives will also be introduced to meet the demands of new technologies.

Corporate income tax policies will be adjusted while tax incentives will also be reviewed to encourage collaboration between businesses and educational institutions.

Promoting digital transformation and innovation in political system

The application of science, technology, and innovation will be promoted to improve decision-making in public agencies.

Interactions between the government and citizens will be strengthened, with online monitoring systems put in place to prevent corruption, misconduct, and waste.

Public services will be improved while secure domestic digital platforms will be developed, thus ensuring every citizen has a digital identity, tools, skills, and account.

AI applications will be used for disaster analysis, climate change response, environmental protection, and national security, providing early warnings for potential risks.

Promoting science, technology, innovation, and digital transformation in businesses

Policies will be established to encourage businesses, especially SMEs, cooperatives, and household businesses, to invest in digital transformation and apply technologies to improve efficiency and management.

Research centers will be created at businesses to facilitate the study and application of modern digital technologies from abroad.

Support will be provided for digital tech companies to undertake key digital transformation projects and expand into global markets, while promoting SME growth.

Incentives will be launched to attract leading global tech companies to invest in Vietnam, focusing on priority industries, local supply chain development, and R&D centers.

Policies will also foster entrepreneurship in science, technology, innovation, and digital transformation, supporting start-ups and attracting both local and foreign businesses to launch in Vietnam.

Enhancing international collaboration

Multilateral and bilateral cooperation will be promoted with countries, regions, multinational corporations, international organisations, and leading global research institutes in science, technology, and digital transformation.

The country will learn from international experiences and apply relevant global achievements.

Vietnam will develop a plan to actively participate in international standardization organizations. Mechanism will be established to encourage scientists to join international science and technology organizations, especially those under the United Nations./.
