Hanoi (VNA) – National AssemblyChairwoman Nguyen Thi Kim Ngan listed an array of tasks for Hanoi to achieveits socio-economic development targets for 2017 while addressing the fourthmeeting of the 15th municipal People’s Council on July 3.

She said to reach the yearly growth target of8.5-9 percent, it is necessary for Hanoi to achieve a growth rate of 9.5percent in the last six months of this year. 

To that end, Hanoi should promptly andeffectively employ solutions to stabilise the macro-economy, tighten urbanmanagement, streamline administrative procedures, and further refine mechanismsand policies to make them more open and transparent, the top legislator said. 

She underlined the need for the city to improveits Provincial Governance and Public Administration Performance Index (PAPI),focusing on its poor performance in public participation at the grassrootslevel, openness and transparency, and accountability. 

The chief legislator urged the municipalPeople’s Council to coordinate with the city’s NA deputy delegation, thecommittee for NA deputies’ affairs and other NA agencies to improve the qualityand efficiency of its operation.

Chairwoman of the municipal People’s CouncilNguyen Thi Bich Ngoc underlined the limitations and weaknesses in the city’simplementation of socio-economic tasks in the first half of this year. 

She pointed to Hanoi’s low PAPI ranking, at the 58th place out of 63 cities and provinces nationwide, dropping eight places ascompared with 2015.

During the meeting, the council will discussand pass 15 reports and 13 resolutions relating to local socio-economicdevelopment.  

There will be a Question & Answer session lookinginto the implementation of conclusions made at the previous meeting. Themunicipal People’s Committee and relevant agencies will be grilled on issues ofpublic concern.-VNA
