Hanoi makes most of advantages to grow further

Hanoi (VNA) – Hanoi is on its way of renewal and has numerous major orientations to grow further, especially with the Politburo’s issuance of Resolution No.15 guiding the development of the Hanoi Capital Region until 2030 with a vision towards 2045.

Immediately after the COVID-19 pandemic was put under control, the city reopened its business and tourism activities, restaurants and hotels in the "new normal" state, Vice Chairman of the municipal People’s Committee Ha Minh Hai told the Vietnam News Agency.

It has carried out many specific policies, especially to support people in difficult times, and for production and business.

Particularly in the first nine months of 2022, the city provided assistance for over 420,200 workers of 13,971 enterprises with an amount of over 220 billion VND (9.03 million USD); applied tax and fee exemption and reduction for 61,121 enterprises and business establishments with a total amount of 11.14 trillion VND, and extended tax and land rent payment for 17,824 units with a combined amount of 6.24 trillion VND.

According to the city leader, after two years implementing the Resolution of the 17th municipal Party Congress, with the directions of the municipal Party Committee, and the drastic implementation of concerted measures, production and business activities in the city have recovered quickly.

In the first nine months of this year, the capital city’s gross regional domestic product (GRDP) hit 9.69% - the highest in recent years. Major economic balances have been ensured. Budget revenue reached 244 trillion VND, up 12.7% year-on-year, equal to 78.3% of the yearly estimate. Meanwhile, budget spending was equivalent to 45.4% of the yearly estimate, up 8.7% year-on-year.

In the period, Hanoi welcomed 1.7 million tourist arrivals, a 2.2-fold increase compared to that of the same period last year. The city’s core inflation was put under control, and consumer price index (CPI) reached 3.49%.

Hai said that the Politburo’s issuance of Resolution No.15 created an important premise for the capital city to build a development strategy in the following years.

Under the resolution, Hanoi will be transformed into a globally-connected city and a regional economic hub by 2045, with high living conditions and comprehensive growth.

The capital city is designated to become a centre and development for the Red River Delta and a key economic region of the north, with high regional and international competitiveness by 2030.

Gross Regional Domestic Product (GRDP) growth during the 2026-2030 periods is set to increase to 8% - 8.5% and the GRDP per capita is expected to reach 12,000 USD - 13,000 USD. The figure is projected to grow to 36,000 USD by 2045.

To fulfil these targets, the resolution puts forwards some key tasks and solutions, including continuing to raise awareness of the significant position, role and importance of the capital city; and developing the capital's economy rapidly and sustainably based on restructuring the economy in connection with renewing growth models and mobilising effectively all resources.

It is also necessary to strongly develop the city's culture and encourage polite and civilised Hanoians, in line with the city's role as a centre of education and training, science and technology and healthcare; and ensuring social security, and social welfare and improvement of the living quality of citizens.

Other tasks include improving the quality of planning and promoting the construction of infrastructure, urban development and management. Furthermore, effectively using natural resources and protecting the environment are key.

They also include ensuring national defence, security, social order and safety in all situations and promoting diplomacy, international integration and development cooperation to raise the position and prestige of the capital city. The building and rectification of the Party and the political system must be increased for transparency and a stronger Party and political system; and legal systems must be completed in the capital with appropriate mechanisms and policies to meet the development requirements of the city in the new period./.
