The Korea International Cooperation Agency (KOICA) will assist the northern border province of Lao Cai in education, health and community development from 2013–2015 following a Memorandum of Understanding signed in Hanoi on February 22.

Under the Haeng Bok (Happy) Programme, KOICA will help the northern mountainous province increase human capacity, provide more and better health and education services, improve people’s livelihoods and achieve sustainable development.

As one of the KOICA’s comprehensive ODA programmes in Vietnam , it will focus on supporting community development by sharing the Republic of Korea ’s experience in new rural development while building an inclusive partnership based on the Busan High Lever Forum on Aid Effectiveness.

Lao Cai is one of the poorest provinces in Vietnam , which has weak education and medical services and the majority of the poor being ethnic minorities. However, the province has high developmental potential because it shares a frontier with China and an expressway connecting China’s Kunming to Lao Cai and Hai Phong is under construction.-VNA
