Hanoi (VNA) – Therights and legitimate interests of the people and the interests of the nationmust be at the centre of the lawmaking process, permanent member of the PartyCentral Committee’s Secretariat Vo Van Thuong has said.

He made the remark whileaddressing a national teleconference held on November 3 to launch implementationof the Politburo’s Conclusion No. 19-KL/TW, issued on October 14, thatidentified orientations for the 15th National Assembly (NA)’slawmaking programme.

Thuong stressed that to keepsocial order and discipline and create a legal corridor for nationalconstruction and defence, the Party has always attached importance to lawmakingactivities. In particular, facing national reform requirements and tasks, thePolitburo timely issued a thematic resolution on the strategy for building andcompleting the legal system by 2010, with a vision to 2020.

However, the legal system stillhas certain shortcomings as seen in the lack of stability and forecastabilityin certain areas, inconsistent and unfeasible regulations, and slow reform ofthe lawmaking mindset, he pointed out.

The official held that themaking and promulgation of laws must be prudent and meet strict qualityrequirements. He laid emphasis on the need to address the instability of legaldocuments so that newly issued laws won’t have to be amended, or people’s trustin the legal system and investors’ confidence may be eroded.

At the meeting, participantsdiscussed the implementation of a project setting out orientations for thelawmaking programme of the 15th NA./.
