Minister of Home Affairs Nguyen Thai Binh clarified questions on the quality and appointment of officials and cadres at a National Assembly (NA) question-and-answer session in Hanoi on November 18.
Binh attributed the widespread appointment of deputy heads, which led to wasteful spending of the State budget, to the huge workloads taken on by superiors. He promised the number of deputy head positions at all levels would be regulated in future.
He also acknowledged the negative results of the assessment of recruitment procedures and working performance.
The ministry is working on a plan to recruit around 1,000 outstanding graduates and young scientists to the Party and State institutions, armed forces and State-owned enterprises between now and 2020, Binh revealed, adding that a draft decree to recruit talented individuals to the State apparatus is currently being developed.
Turning his attention to the increased lay-offs from the State payroll, Binh asked each agency and locality to reconsider its workforce structure and dismiss unqualified cadres.
Concluding the session, NA Chairman Nguyen Sinh Hung demanded the ministry work with the Party and Government to rearrange the contingent of officials and cadres, accelerate administrative reforms and increase State supervision.-VNA
