The information was issued in the ministry’s master plan, which was made after the National Assembly approved the investment policy for the railway project.
The plan includes the selection of consultants, preparation and approval of the feasibility study report, and bidding for construction packages.
Key considerations highlighted by various ministries and agencies include the development of the railway mechanical engineering industry, and human resources training.
They also include capital mobilisation, efficient land use planning, alignment of urban development with transport routes, and technology transfer and mastery.
The Ministry of Construction also emphasises that, the selection of design, supervision and appraisal consultants should be assigned to world-leading organisations, ensuring superior capacity, experience and expertise.
Earlier on November 30, the 15th National Assembly passed a resolution on the investment policy for the project, with 443 out of 454 deputies voting in favour.
After 18 years of preparation and referencing global high-speed rail models, the project is considered feasible for Vietnam's current context./.
