General Secretary Nong Duc Manh left Hanoi on July 8 for an officialfive-day visit to Russia at the invitation of Russian PresidentDmitry Medvedev.

This is Party leader Manh’s secondofficial visit to Russia since October 2002.

Vietnam and Russia celebrate the 60th anniversary of theirdiplomatic ties in 2010. The two countries’ strategic partnership whichwas set up in 2001 have been accelerated in various fields and theirdiplomatic relations has been constantly promoted, with the visits toRussia by State President Nguyen Minh Triet in 2008, National AssemblyChairman Nguyen Phu Trong and Prime Minister Nguyen Tan Dung in 2009 andespecially the recent visit by State President Triet for the 65thanniversary of victory against fascism.

The twocountries’ economic and investment cooperation has recorded progresses,with two-way trade posting an annual average increase of 15 percent andreaching more than 1.8 billion USD in 2009 despite the global economiccrisis’ impacts.

The 13 th session of theVietnam-Russia Inter-Governmental Committee for Economic, Scientific andTechnological Cooperation that took place in October 2009 decided toraise bilateral trade to 3 billion USD in 2010 and to 10 billion USD inthe following ten years.

Russia now has 67foreign direct investment projects in Vietnam with a combinedregistered capital of 755.1 million USD, ranking 23 rd among the 91countries and territories investing in the country. Russia ’sprojects mainly involve in oil and gas, manufacturing and processingindustries. The Vietnam National Oil and Gas Group and Russia ’sleading petrol groups, including Zarubezhneft and Gazprom, have signed anumber of agreements on cooperation not only in Vietnam but also inRussia and third countries.

Vietnam ’sinvestment in Russia has increased over recent years, from 12projects totalling around 100 million USD to 18 projects capitalised at1.7 billion USD at present. The projects specialise in oil and gas,banking, commerce and services.

Positivedevelopments can also be seen in the two countries’ cooperation inscience and technology, education, culture, tourism and other fields aswell as between their localities. Russia is among the countries thathave helped Vietnam in training important human resources. Itpledged to grant more than 300 scholarships to the country every year.

The two countries hold regular cultural exchanges,including “Culture Days” which has helped boost mutual understandingbetween the two peoples.

Vietnam started togrant visa exemption for Russian tourists for their stay of less than 15days as of Jan. 1, 2009. The nation has become an attractivedestination for Russian tourists.

There are60,000-70,000 Vietnamese in Russia .

PartyGeneral Secretary Nong Duc Manh’s on-going visit to Russia aims toenhance the two countries’ high-level political dialogues and confirmVietnam’s foreign policy of independence, self-reliance anddiversification and multilateralisation of international relations, withpriorities given to the development of the traditional friendship,comprehensive cooperation and strategic partnership with Russia andpromoting cooperation between the two countries’ parties./.

To further strengthen Vietnam-Belgium relations, especially parliamentary cooperation, both sides agreed to enhance delegation exchanges at all levels, particularly between parliamentary committees and friendship groups. They also pledged to share legislative and supervisory experience, coordinate positions in international organisations, support each other’s candidacies for UN bodies, and effectively implement the EU-Vietnam Free Trade Agreement (EVFTA).

President Cuong warmly welcomed King Philippe and a high-ranking delegation of the Kingdom of Belgium on their first state visit to Vietnam since the two countries established diplomatic relations in 1973, affirming that the trip is an important historical milestone, opening up a new page for the friendly relations between the two countries.
