Private sector development takes centre stage at NA’s 9th session

Hanoi (VNA) – The 15th National Assembly convened in Hanoi on May 15 morning to review the Government's draft resolution outlining special mechanisms and policies to bolster private sector’s development.

Presenting the Government’s proposal, Minister of Finance Nguyen Van Thang stated that the private sector has been identified in the Politburo’s Resolution No. 68-NQ/TW as a vital driving force of the national economy. The Party Committee of the Government was tasked with developing a set of exceptional policies and mechanisms to be submitted to the National Assembly for approval during its ongoing 9th session.

The draft focuses on clear solutions that significantly impact the private sector’s confidence, production, and business, he said, adding they include matters that have not yet been legislated or require legislative amendments and outside the the scope of the current legislative programme.

Thang pointed out that the resolution covers five key policy areas, namely improving the business environment, enhancing access to land resources, providing financial, credit and public procurement support, giving science, technology, innovation, digital transformation, and human resources training assistance, and fostering the establishment of medium and large enterprises as well as pioneering firms.

In its verification report, the National Assembly’s Committee for Economic and Financial Affairs endorsed the resolution's necessity and agreed with the Government's proposed scope. However, committee members raised concerns about land access provisions in Article 7, suggesting refinements to avoid a "asking-granting" mechanism that could lead to policy exploitation and business complications.

The committee laid stress on the need for clear criteria in determining lending eligibility and strict adherence to inspection principles outlined in both the draft resolution and Resolution No. 68-NQ/TW, ensuring state agencies and commercial banks operate with independence and accountability.

Additionally, the committee called for the Government and competent agencies to swiftly develop detailed implementation guidelines, which must fully institutionalise Resolution No. 68-NQ/TW while ensuring quality, feasibility, and consistency with the spirit of innovation, breakthrough, and legal coherence./.
