Public services get positive ratings

Hanoi (VNA) – A survey publicised on April 26 by the Ministry of Home Affairs found that people in 10 selected Vietnamese provinces and cities are generally satisfied with local public administrative services.

The survey was conducted in 2014 and the first six months of 2015 to calculate the Satisfaction Index of Public Administration Services (SIPAS). It was organised by the Ministry of Home Affairs, the Vietnam Fatherland Front Central Committee and the Vietnam Veterans’ Association.

The survey measured people’s satisfaction with six administrative services: the granting of identification cards, land use certificates, house building permits, marriage certificates, birth certificates, and the certification process. Those procedures are closely related to people’s daily lives, and represent both simple and complex administration services.

The targeted localities were Hanoi, Da Nang and Ho Chi Minh City as well as the provinces of Quang Ninh, Lai Chau, Hung Yen, Ha Tinh, Dak Lak, Tay Ninh and Ca Mau.

The survey showed that more than 74 percent of the 11,900 respondents were satisfied with the six administrative services.

It revealed that 74.4 percent of those surveyed were satisfied with the process of granting land use certificates and 83.4 percent were satisfied with ID issuing procedures.

The granting services of housing building licences, certifications, marriage and birth certificates respectively pleased 78.4 percent, 86 percent, 89.5 percent and 87.5 percent.

The respondents also said they highly value local public servants’ capacities, but still want more enthusiasm from them when they perform their duties.

They survey showed that between 74.4 percent and 87.2 percent of respondents had positive assessments of public servants’ capacities and attitudes while performing their duties.

Through the survey, people also gave recommendations to help improve administrative services, including continuing the simplification of administrative procedures, upgrading infrastructure and facilities, increasing the application of information technology and improving attitudes and capacities of public servants while performing their duties.

Vice President of the Vietnam Fatherland Front Central Committee Nguyen Van Pha said State administrative agencies should prioritise the application of information technology in administrative procedures to ensure better access to services among the public.

The Government should also tighten supervision over public servants and strictly punish those who intentionally cause difficulties for people while carrying out administrative services, he said.

He also suggested State administrative agencies review legal documents to cut down unnecessary procedures.-VNA
