The ceremony opened with the flag-salute ritual and the national anthem performed by the Vietnamese – Austrian youth choir, evoking the historic moment of September 2, 1945, when President Ho Chi Minh read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.

The deal includes 100 million EUR in conditional credit and an additional 50 million EUR in unconditioned funds, serving as a legal basis for both sides to negotiate the common principles on lending and borrowing, and to carry out procedures for future loan agreements for projects from 2025 to 2030.
