Vietnam active at UN Human Rights Council’s 52nd session

Geneva (VNA) – The Vietnamesedelegation, led by Deputy Prime Minister Tran Luu Quang, made activecontributions to the agenda of the 52nd regular session of the UN Human RightsCouncil (UNHRC) that concluded in Geneva on April 4.

Along with highlighting Vietnam’sachievements in boosting national development and ensuring human rights,Vietnam raise the idea of celebrating the 75th anniversary of the UniversalDeclaration of Human Rights (UDHR) and the 30th anniversary of the ViennaDeclaration and Programme of Action (VDPA).

To realise the initiative, Vietnam has madegreat efforts to build a core group with representatives of all regions of theworld, while conducting negotiations on a draft resolution on the 75th anniversary of the UDHR and the 30th anniversary of the VDPA.

The resolution was adopted on April 3 byconsensus and co-sponsored by 102 states as of the end of April 4 afternoon(Geneva time), including 14 co-authors (Vietnam, Austria, Bangladesh, Belgium,Bolivia, Brazil, Chile, Costa Rica, Fiji, India, Panama, Romania, South Africa,and Spain).

The result showed recognition ofefforts and goodwill by Vietnam during the negotiations, while proving that thecontents of the resolution meets the common attention and priority of allcountries.

During the session, Vietnam was active in giving opinions in many discussions on theobservance of specific human rights such as rights to housing and food, culturalrights, development rights, child rights, and the rights to fair, equal andtimely access to reasonable prices of COVID-19 vaccines.

In all speeches, Vietnam spotlighted the country’s constant policies, effortsand achievements in promoting and observing human rights, affirming itscommitments to sustainable development for the interest of people, underliningthe significance of settling inequality and protecting vulnerable people, andcalling for the dealing with global challenges such as climate change.

Vietnam also committed to strengthening constructivecooperation with other countries, the Office of the United Nations HighCommissioner for Human Rights (OHCHR), the UNHRC and its mechanisms, aiming topromote and protect human rights for all on the basis of respecting the UNCharter, international treaties on human rights, and ensuring national sovereigntyand the principles of objectivity, fairness, constructive dialogue andcooperation.

Together with other ASEAN countries, theVietnamese delegation had a speech on issues of ASEAN shared concern, includingthe development rights, technical cooperation and capacity building on humanrights and the Universal Periodic Review (UPR).

Regarding climate change and human rights,which are the priorities of Vietnam and other countries, Vietnam, along withBangladesh and the Philippines, which are members of the Core Group on climatechange and human rights at the UNHRC for many years, drafted and delivered aJoint Statement on Climate Change and Human Rights at this session, attractinga large number of co-sponsor countries.

At the same time, Vietnam also actively met and discussed with delegations from othercountries and co-sponsors on a number of initiatives in the spirit of dialogueand cooperation as well as in the implementation of the duties of the membersof the UNHRC in the process of consulting and voting to approve 43 draftresolutions of the council.

The active participation of the Vietnamesedelegation at the 52nd regular session of the UNHRC demonstrates Vietnam'sefforts and responsibilities as a member of the council for the 2023-2025 tenure. Atthe event, Vietnam sent out a strong message on its consistent viewpoints,policies, achievements and ASEAN's common views and achievements in thepromotion and protection of human rights, thus contributing to the cooperationwith other countries to ensure that the operation of the council is consistentwith the basic principles of the UN Charter and international conventions regardinghuman rights.

During the session, lasting for more thanone month, participants discussed more than 80 reports, while considering and approving 43 draft thematic resolutions, passing the UPR reportsof 14 countries, and approving the decision to appoint 10 personnel for SpecialProcedures./.

Party building work prioritises clean, shared data in digital transformation push

Politburo member, Secretary of the Party Central Committee and Chairman of its Organisation Commission Nguyen Duy Ngoc urged provinces and cities to review legal frameworks, decentralisation mechanisms, assigned tasks and administrative procedures, while ensuring synchronisation between local infrastructure systems and the central platform, including equipment, cybersecurity solutions and resource allocation.

Party, State leader calls for consolidation of central steering committees on legal, judicial reform

Consolidating the central steering committees for institutional and legal reform and for judicial reform is necessary in order to streamline organisational structures without reducing responsibilities, while ensuring clear accountability, measurable outputs and concrete results. Following the restructuring, the body will be renamed the central steering committee for institutional improvement and law enforcement, with the Party General Secretary and State President serving as its head.

Reform drive expected to remove barriers, unlock growth momentum

Prime Minister Le Minh Hung recently ordered ministries and agencies to immediately cut at least 30% of administrative procedures, 50% of processing time, 50% of compliance costs and 30% of business conditions, while eliminating all unnecessary procedures.

Vietnam strives for substantive outcome at NPT review conference

Top leader of Vietnam receives Vientiane official in Hanoi

Hanoi, Vientiane promote comprehensive cooperation in new phase

The capitals of Vietnam and Laos signed memoranda of understanding on joint work in the fields of public communication and mass mobilisation, women and youth affairs, foreign relations, industry and trade, education and health care. These are expected to provide an important basis for implementing their cooperation priorities for 2026–2030.
