12th Party Central Committee convenes second meeting

Hanoi (VNA) – The second meeting of the 12th Party Central Committee opened in Hanoi on March 10 with the focus on the working agenda of the committee’s tenure, the socio-economic development plan in 2016-2020 and the introduction of nominees for senior managerial positions in State-run agencies.

Addressing the event, Party General Secretary Nguyen Phu Trong said following the 12th National Party Congress, the Politburo has promptly directed the completion of all Congress documents for public announcement and is working on a directive on the learning, dissemination and implementation of the 12th Congress’s Resolution.

The Politburo has approved its 2016 working agenda and that of the Party Central Committee’s Secretariat, assigned tasks to members of the Politburo and Secretariat, and re-arranged personnel at several agencies of the Party Central Committee.

The Politburo is also preparing to introduce candidates in centrally-run agencies to run for the 14th National Assembly.

Regarding the working agenda for the whole tenure of the Party Central Committee, General Secretary Nguyen Phu Trong stressed that the agenda should give priority to urgent issues and key tasks, including strengthening the Party and improving the efficiency of the apparatus of the entire political system.

He also named the fight against corruption, wastefulness, and bureaucracy; the implementation of three strategic breakthroughs – which are perfecting the socialist-oriented market economy institutions, improving human resources, and building a synchronous infrastructure system – among the important content of the agenda.

Other issues that should be included in the working programme are renewing the growth models; restructuring State-run businesses and State budget; handling bad debts and ensuring public debts safety; safeguarding national independence, sovereignty and territorial integrity; maintaining a peaceful and stable environment for national development; and active and proactive international integration, he added.

In considering the socio-economic development plan, the mid-term financial plan between 2016 and 2020 and the public investment plan for 2016-2020, the Party Central Committee should bear in mind the need to strongly renovate the planning work in accordance with the country’s market economy.

The plans should ensure balance of budget collection and spending, and borrowing and debt payment plans for the whole tenure, as well as address slow progress and inefficiency in public investment.

At this conference, the Party Central Committee will decide nominees for the key positions of President, Government Prime Minister, and National Assembly Chairman.

The Politburo will also ask for the Party Central Committee’s approval before nominate candidates for other positions, which will be considered by the National Assembly.

The personnel issue must be handled according to the orientations passed at the 12 th National Party Congress, Party General Secretary Nguyen Phu Trong said.
