500kV Circuit-3 power transmission line project significant in many aspects: PM

The 500kV Circuit-3 power transmission line linking Quang Trach in the central province of Quang Binh and Pho Noi in the northern province of Hung Yen holds special significance in many aspects of economics, politics, society, national defence and security, stated Prime Minister Pham Minh Chinh at the project’s inauguration ceremony in Hung Yen on August 29.

Hung Yen (VNA) – The 500kV Circuit-3 power transmission line linking Quang Trach in the central province of Quang Binh and Pho Noi in the northern province of Hung Yen holds special significance in many aspects of economics, politics, society, national defence and security, stated Prime Minister Pham Minh Chinh at the project’s inauguration ceremony in Hung Yen on August 29.

The project has a strategic meaning in ensuring national energy security, easing the power shortage in the north, the leader said at the ceremony, which was held simultaneously in other eight localities that it passes through - Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, and Quang Binh.

This is a success of trust, great solidarity, joint efforts, unanimity, and the engagement of the entire political system under the leadership of the Party, he stressed.

It ensures sufficient electricity supply to foreign businesses and investors, especially in the high-tech sector, assuring them that Vietnam is determined to turn commitments into specific, measurable, and quantifiable results, stated the Government leader.

It demonstrates the aspiration, confidence, bravery, and values of Vietnamese people, as well as the outstanding and tireless efforts of all stakeholders, he stressed.

The 519-km-long line has an investment capital of over 22.3 trillion VND (896.8 million USD), comprising four sections, including Quang Trach - Quynh Luu, Quynh Luu - Thanh Hoa, Thanh Hoa - Nam Dinh Thermal Power Plant 1, and Nam Dinh Thermal Power Plant 1 - Pho Noi. Its construction started in January.

The project was completed after only six months instead of 3-4 years as usual. Many records were set, including the shortest investment procedures, and the shortest construction time.

The PM hailed the efforts and contributions of youngsters, soldiers of armed forces, local residents in localities the project passes through, as well as the more than 12,000 engineers and workers of the electricity industry who participated in the project.

He said that many useful lessons have been drawn through the implementation of the project, including maintaining high determination, assigning specific tasks to particular people, defining clear responsibility and specific deadlines for each work, and producing measurable outcomes.

Another lesson is the promotion of the synergy of the whole political system, armed forces, organisations, businesses, and people, and the creation of an enthusiastic working atmosphere through bustling emulation movements.

The lessons can be applied for other national key projects to build highways, airports, ports, and urban railways, especially the experience in speeding up the progress of stages of investment, capital preparation, site clearance, and shortening project’s completion time while still ensuring their quality and budget, he said.

Chinh requested the Vietnam Electricity and the National Power Transmission Corporation to coordinate with localities to conduct environmental restoration along the project site, and ensure effective and safe operation of the project.

He also asked the administrations of the nine project localities to ensure good living conditions of people affected by the project.

At the ceremony, PM Chinh, together with leaders of ministries, sectors and localities pressed the button to launch the 500kV Circuit-3 power transmission line. The Government leader also installed a signboard naming the project as a work to celebrate the 95th founding anniversary of Vietnam General Confederation of Labour (July 28, 1929 - July 28, 2024) and the 70th traditional day of the Vietnam Electricity (December 21, 1954 - December 21, 2024)./.
