Hanoi (VNA) - The following is a briefreview of the day’s events as reported by the Vietnam News Agency.

- At the Government's teleconference with localities and theregular Cabinet meeting in Hanoi on July 4, the Ministry of Planning andInvestment (MoPI) presented two growth scenarios for the third quarter and thewhole year 2023, indicating that the tasks for the remaining months of thisyear are heavy, with a growth rate of 8.0% or higher.
Thanks to the Government and Prime Minister’s drastic, timely,effective and comprehensive directions in various areas, the consumer priceindex went up 3.29% year-on-year in the first half, continuing the downwardtrend. The State budget collection reached 54% of the estimate. The countryposted a trade surplus of 12.25 billion USD while the total social investmentcapital hit over 1.35 quadrillion VND (58.6 billion USD), up 4.7% annually. Read full story

– Deputy Prime Minister Tran Hong Ha, Chairmanof the National Council for the Verification of Environmental ProtectionPlanning for the 2021-2030 period with a vision for 2050, chaired a meetingbetween the council and a number of ministries, sectors, localities and expertson July 3.
Concluding the meeting, Deputy PM Ha asked theMinistry of Natural Resources and Environment (MoNRE), the agency in charge ofcompiling the planning, to stick to relevant resolutions and regulations onenvironmental protection during the designing of the planning. Read full story

– In the context of the global economicdownturn and the lingering impact of challenges on the recovery process, manyinternational organisations continue to highlight Vietnam’s positive economicoutlook in 2023 thanks to the government's concerted efforts in boostingsocio-economic recovery.
The International Monetary Fund (IMF) forecastthat Vietnam's economic growth will recover in the second half of 2023,reaching about 4.7% for the whole year, thanks to the rebound of exports andeasing domestic policies. – Deputy Prime Minister Tran Hong Ha hasrequested the People's Committees of Hai Phong city and Quang Ninh province tourgently study the recommendations of the International Union forthe Conservation of Nature (IUCN) to review and update anomination dossier for seeking UNESCO’s recognition of “Ha Long Bay-Cat BaArchipelago” as a world heritage site.
The localities have been also demanded to providea suitable explanatory report, then send it to the Ministry of Culture, Sportsand Tourism for consideration. Read full story

Modern criminal justice system proposed under revised Criminal Procedure Code

The revised code proposes more progressive procedural rules to enhance adversarial proceedings, tighten power oversight and better protect human and citizens' rights. It will retain effective existing provisions, amend or repeal outdated regulations, and introduce new procedures to expedite case handling, reduce procedural costs and improve efficiency while ensuring fairness, objectivity and greater protection of the lawful rights and interests of organisations and individuals. It also aims to modernise criminal proceedings through the wider application of digital technologies and closer alignment with international practices.

Vietnamese community in Thailand urged to strengthen friendship bridge

Vietnam seeks Mauritania’s role as bridge to African Union for deeper ties

Vietnam expects Mauritania to act as a bridge for substantive cooperation between Vietnam and the African Union (AU), said Deputy Prime Minister and Minister of National Defence Gen. Vietnam treasures traditional friendship with Mauritania: FM

The two officials agreed to continue their long-standing coordination at multilateral forums, including the Francophonie, while reinforcing practical collaboration with regional organisations such as ASEAN and the AU, for the benefit of their people and for peace, stability and development in their respective regions and globally.

Vietnam, Laos strengthen cooperation on overseas community affairs

The two sides signed a Memorandum of Understanding on cooperation in overseas Vietnamese and overseas Lao affairs for the 2026–2030 period, providing a framework for future collaboration. Laos will send a delegation to Vietnam to study preparations for the World Conference of Overseas Vietnamese, scheduled for December 2026.
