An Giang (VNA) – Phu Quoc special zone in southern An Giang province is accelerating the rollout of a series of key infrastructure projects to prepare for the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting in 2027, a major national political and diplomatic event.

Under the Prime Minister's Decision No. 948/QD-TTg dated May 17, 2025, An Giang has been assigned 21 projects to serve APEC 2027, grouped into public investment and public–private partnership (PPP) or business investment projects.

Of the ten public investment projects, nine have been approved and contractors selected, with emergency construction orders issued to ensure progress. These include embankment construction and site clearance for the APEC Convention Centre and auxiliary facilities; undergrounding of technical infrastructure in An Thoi and Duong Dong; APEC Boulevard; a smart operation and surveillance centre for Phu Quoc; provincial road DT.975; Cua Can reservoir; and resettlement areas.

The first phase of an urban rail line is being implemented under a special mechanism by Sun Phu Quoc Ltd. Co.

According to the provincial Department of Finance, public investment projects serving APEC 2027 have been allocated nearly 4.3 trillion VND (163.11 million USD) in 2025, including 2.75 trillion VND from the central budget and over 1.54 trillion VND from local sources. Contractors have been instructed to mobilise manpower and equipment to ensure quality, safety and on-schedule completion, with full disbursement of the allocated capital.

Of the 11 PPP and business investment projects, seven have already selected investors, while procedures are under way for the remaining four, including wastewater treatment plants in Duong Dong and An Thoi, Duong Dong 2 water plant, and the APEC Convention Centre.

Sun Group, a key investor, is involved in five projects, notably the expansion of Phu Quoc International Airport with a total investment of nearly 26 trillion VND. The first phase, to be completed by early 2027, will raise capacity to 10 million passengers per year, while the second phase will double capacity by 2030. Other major projects include the 16-hectare APEC Convention and Exhibition Centre complex, the upgrade of DT.975 road, the first phase of the urban rail line linking the airport to the convention centre, and the APEC Boulevard.

Chairman of the An Giang provincial People’s Committee Ho Van Mung said the province is closely monitoring progress, accelerating site clearance and ensuring timely completion of all projects.

Tran Minh Khoa, Chairman of the Phu Quoc Special Zone People’s Committee, said that beyond physical infrastructure, Phu Quoc is also investing in “soft” preparations, including human resource training, environmental protection, digital transformation and community engagement./.
