Hanoi may dissolve district People's Councils

The Politburo of the Central Committee of the Communist Party of Vietnam has approved piloting a new urban administration model in Hanoi that allows for the dissolution of local government bodies.

Hanoi (VNS/VNA) - ThePolitburo of the Central Committee of the Communist Party of Vietnam hasapproved piloting a new urban administration model in Hanoi that allows for thedissolution of local government bodies.

Vice Secretary of the city’s PartyCommittee Ngo Thi Thanh Hang made the statement at a party committee meeting onNovember 19.

Hang said that on October 20, the Politburoworked with the Standing Committee of the city’s Party Committee to review fiveyears implementing Resolution 11 on the city’s development during 2011-20.

On November 7, the Politburo issued itsconclusions on the resolution’s implementation, which allowed the city toimplement the new urban administration model on a trial basis at districtlevel, Hang said.

Previously, Secretary of the city’s PartyCommittee Hoang Trung Hai said that the city would propose developing the newmodel for the city.

The model would be simplified from thecurrent one and still ensure that the administration protected the people’srights and obligations, he said.

Before Hanoi, HCM City and Da Nang joinedthe pilot implementation of the same model.

Under the model, People’s Councils atdistrict and ward/commune levels can be abolished or merged. In cities underdirect control of the central Government like Hanoi, HCM City or Da Nang, therewill be only one People’s Council at city level. There will be representativeagencies of the council in districts and wards.

The Politburo also asked Hanoi authoritiesto complete key tasks, including a renewed growth model in line with the city’seconomic restructuring and three breakthrough strategies – improvement inplanning, infrastructure and completing institutions for a socialist-orientedmarket economy.

Hanoi was asked to achieve yearly economicgrowth of at least 7.5 percent and to harmonise economic benefits with culturaldevelopment and social progress.

The city was urged to take more actions inurban management, land and construction, road safety and social security.

The Politburo asked the Government toreview and amend some decisions and outline special policies or mechanisms toenable Hanoi to complete its tasks.

More key projects

Also at the November 19 meeting, ViceChairman of Hanoi People’s Committee Nguyen Van Suu announced the committee hasadded three projects in the list of key projects to invest during 2016-2020.

The projects are: a flyover on theintersection of Hoang Quoc Viet street and Nguyen Van Huyen street plus thecompletion of Nguyen Van Huyen street worth 503 billion VND (22.13 million USD),a tunnel with estimated investment of 672 billion VND at the intersection of GiaiPhong street and Ring Road 2.5 and another tunnel worth about 550 billion VND atLe Van Luong Street and Ring Road No. 3.

The two first projects are funded by thecity’s budget while the last will be under a build-transfer contract.

Last year, the city’s People’s Committeeapproved the city’s middle-term public investment 2016-20 with a list of 52 keyprojects that cost more than 503.37 trillion VND (22.14 billion USD).-VNA
