The 10th session of the Ho Chi Minh City People’s Council which opened on July 10 will conduct a vote of confidence for a number of positions elected by the council in the 2011-2016 tenure.

Opening the session, Chairwoman of the People’s Council Nguyen Thi Quyet Tam said during the four-day sitting, the council will evaluate socio-economic performance in the year’s first six months and measures for the remain months.

It will also assess the implementation of the council’s Resolution No. 16 on urban management planning and the settlement of voters’ petitions, among others.

Addressing the council, National Assembly (NA) Vice Chairwoman Nguyen Thi Kim Ngan stressed that in the session, the HCM City People’s Council should focus on the continued implementation of the NA and Government’s Resolutions on measures to carry on the socio-economic development plan and State budget estimate in 2013.

The council should also address shortcomings and tardiness in the first half of the year in order to help the city improve investment environment, remove difficulties for businesses and attract resources economic growth acceleration, she added.

Ngan further said that the organisation of the vote of confidence for positions elected by the People’s Council is an important task of legislative councils at all levels to exercise deputies’ supervision rights. While this is the first time the vote of confidence has been conducted, it will be implemented annually from now on, according to Ngan.

The NA Vice Chairwoman noted that as HCM City has the highest number of districts, precincts and wards among 10 provinces and cities involving in a pilot project of abolishing People’s Councils at district/precinct/ward levels, the municipal People’s Council should provide an objective and accurate assessment on the results of the project to help the NA make the right decision on the organisation of local governments when considering the revised 1992 Constitution.

The session will examine the municipal People’s Committee’s report on socio-economic situation in the city in the first six months of the year and plans for second half, and 12 other documents, including a land use plan in the 2011-2015 period and a scheme until 2020, and the issuance of incentives to encourage cremation to save land and expense and protect the environment.-VNA
