Nearly 300 delegates representing government agencies, international organisations and leading enterprises convened in Ninh Binh province on October 27 for a ministerial roundtable on artificial intelligence (AI) governance.

Highlighting the special position and role of the MST, the Government leader emphasised that the fields under its management are all critical areas with breakthrough potential, capable of leading the nation toward remarkable, rapid progress in this new era.
It aims to identify and honour digital technology initiatives, products, and solutions with practical applications; promote creativity in technology development; anticipate trends and development potential in digital technology; and recognise the role of digital technology in economic growth and enhancing quality of life for citizens in ASEAN countries.
Dung directed the Ministry of Science and Technology to revise the national startup scheme, ensuring it clearly defines the scope and content, grounded on strong political and legal foundations, international best practices, and well-reasoned arguments for submission to the Government.
The incentive is aimed at creating breakthrough policies to promptly remove legal bottlenecks and facilitate enterprises operating in science and technology development, innovation and transformation.
Vietnam ranked 44th out of 133 economies in the Global Innovation Index 2024, up two places from the previous year, and retained its leading position among lower middle-income countries.
According to the Law on Digital Technology Industry, the incentives include full corporate income tax exemption for the first two years and 50 % reduction in the four following years, as well as land rent waivers for three years.
