National Assembly’s fifth session opens

The fifth session of the 13th National Assembly began on May 20 with its agenda focusing on law making and issues relating to the implementation of the national socio-economic development plan.

NA Chairman Nguyen Sinh Hung opened the event, saying that said thesession takes place at a time when regional and global economies are ontrack of recovery but still remain fragile.

In thefirst five months of this year, the country has obtained achievements inpromoting economic growth, curbing inflation, ensuring social welfare,maintaining sovereignty and territorial integrity, defence and security,he said. However, he added, the macro economy faces an array ofdifficulties and challenges.

The situation requires drastic anduniform solutions as well as great efforts to successfully implement thesocio-economic plan in 2013, creating an impetus for sustainabledevelopment in the following years, Hung noted.

During the month-long sitting, deputies will continue giving theiropinions to the draft amendments to the 1992 Constitution on the basisof public feedback and debating the draft revised Land Law.

They will also examine the Government’s reports on the verification ofthe implementation of the socio-economic development plan and the Statebudge in 2012 and the first months of 2013.

Ten draftlaws and a resolution on Law and Ordinance Building Programme in 2014are expected to be ratified while the 13th NA’s Law and OrdinanceBuilding Programme in 2013 will be adjusted.

Seven other draft bills will also be tabled at this session.

NA deputies will adopt a resolution on the law-making supervision activities in 2014.

Also during the session, the NA will conduct for the first time votesof confidence on persons holding positions elected or approved by the NA.

On the first day of working, Deputy Prime Minister NguyenXuan Phuc presented a report giving more details in task performance in2012 and the first four months of this year as well as major solutionsfor the remaining months of 2013.
