Hanoi (VNA) - The National Cybersecurity Association (NCA) has announced the formation of the National Cybersecurity Incident Response Alliance, an initiative grounded in the provisions of the Cybersecurity Law.
The announcement was made by Lieutenant General Nguyen Minh Chinh, Director of the Department of Cybersecurity and High-Tech Crime Prevention and Control under the Ministry of Public Security, during a NCA conference to review performance in 2024 and launch tasks for 2025 held in Hanoi on January 18.
The event was attended by General Luong Tam Quang, Politburo Member, Minister of Public Security and Chairman of the NCA.
The alliance, coordinated by the Department of Cybersecurity and High-Tech Crime Prevention and Control, is designed to provide a unified response to cybersecurity incidents affecting vital national information systems, including those operated by government agencies, local authorities, and key economic enterprises.
Its activities aim to address cybersecurity breaches while ensuring the collection of digital evidence to adhere to the procedural requirements of Vietnam’s criminal laws. This ensures compliance while enabling law enforcement to combat cybercrimes effectively. In 2024, the department successfully coordinated responses to 27 major cybersecurity incidents targeting critical organisations. These efforts involved deploying personnel to assist affected units, implementing countermeasures, and neutralising cyberattacks and espionage, Lieutenant General Nguyen Minh Chinh said at the event.
He highlighted the participation of cybersecurity experts, engineers, and organisations across various sectors in these efforts, saying this collective effort forms a formidable ‘army’ capable of protecting the nation’s critical information systems against cyber threats.
The National Cybersecurity Incident Response Alliance operates on principles of voluntarism, democracy, equality, transparency, and accountability.
At its inception, the alliance was made up of 12 members, including the Department of Cybersecurity and High-Tech Crime Prevention and Control under the Ministry of Public Security, Command 86 under the Ministry of National Defence, and the Authority of Information Security under the Ministry of Information and Communications. The nine cybersecurity firms are VNPT, FPT, CMC, NCS, SCS, MISA, BKAV, VNCS, and CyRadar.
The alliance is expected to be expanded, welcoming applications from organisations, enterprises, and individuals across the country.
Lieutenant General Nguyen Minh Chinh highlighted the alliance's establishment as a pivotal step toward safeguarding Vietnam’s cyberspace.
This initiative marks a new phase in our efforts to secure and protect the nation's information systems. With the collaboration of all members, the alliance will play a critical role in building a safe and trustworthy digital environment, contributing to the sustainable development of the country, he affirmed.
According to a recent report of the NCA, 46.15% of surveyed Vietnamese organisations and businesses experienced at least one cyberattack in 2024, with 6.77% facing frequent occurrences. The total number of cyberattacks during the year is estimated to exceed 659,000.
The study, conducted in December 2024, surveyed nearly 5,000 organisations nationwide. It highlighted improvements in cybersecurity awareness, increased investment in technological solutions, and efforts to standardise security protocols./.
