Hanoi (VNA) – The ongoing 12th National Party Congress had a plenary session in the morning of January 22 under the chair of 11th-tenure Politburo member and National Assembly Chairman Nguyen Sinh Hung.
Opening the discussion, 11th-tenure Politburo member and President of the Vietnam Fatherland Front (VFF) Nguyen Thien Nhan delivered a speech on promoting the strength of the nation in order to help successfully realise socio-economic development targets and participate in building a pure, strong Party and administration.
The speech clarified that it is a must for experience in promoting the strength of the national great unity to be inherited and strongly utilised in socio-economic development, defence and security ensuring, and building a pure and strong Party and administration.
On behalf of the Vietnam People’s Army (VPA)’s Party Organisation, General Ngo Xuan Lich – Secretary of the Party Central Committee and member of the Central Military Commission’s standing committee – affirmed that the VPA will continue intensifying its core role in national defence and protecting the homeland.
Lich, who is also the Director of the VPA’s General Department of Politics, said that amid complex developments and new requirements in the mission to protect the nation, fostering national defence and building a VPA that is revolutionary, regular, elite and gradually modern is a vital mission. It will help foster the nation’s potential and combined strength.
Politburo member and Minister of Public Security General Tran Dai Quang highlighted positive changes in preventing and combating crimes and social evils, and improvements in Party-building and staff capacity, in terms of political ideology and professional skills.
Quang discussed a report on comprehensive reform of public security work that meets requirements on order and security maintenance during the country’s industrialisation, modernisation and international integration. He affirmed the outcomes reaped have contributed to safeguarding national sovereignty, unity and territorial integrity. They have also maintained political stability and an environment of peace.
Quang expressed the ministry’s resolve to improve the efficiency of the State’s management of security and order in close combination with accelerating administrative reform, and focus on Party-building and developing the people’s security force.
Regarding the continued renewal of information and education work meeting requirements on nation-building, Mai Van Ninh, member of the 11th Party Central Committee, proposed strengthening theoretical research and summarising the situation.
He stressed that the country must protect the Party’s ideology, create unity in the Party and consensus in society, thus promoting the might of the entire Party, people and army to successfully implement the 12th Party Congress’s resolution.
Hoang Binh Quan, 11th Party Central Committee member and Head of the Party Central Committee’s Commission for External Relations took the floor, raising opinions on the external affairs of the Party and the people’s diplomacy, as well as how to boost the Party’s leadership over external activities to successfully actualise the Party’s foreign policy.
Regarding measures to increase the Party’s leadership over foreign activities in upcoming circumstances, Quan stressed the need to fully understand the nation’s comprehensive interests.
He mentioned keeping a stable, peaceful environment in the interests of national development and improving the people’s living standards. The country should also persistently and firmly defend the nation’s independence, sovereignty, territorial unity and integrity, resolutely maintaining political stability and national security. It should also raise the country’s position and prestige on the international stage.
On behalf of the Party Organisation of the transport sector, Dinh La Thang, 11th Party Central Committee member and Minister of Transport, delivered a presentation on developing “synchronous transport infrastructure, achieving socio-economic growth, and ensuring defence and security”.
He referred to using all resources properly, stepping up the fight against corruption in construction and investment processes, and accelerating administrative procedure reforms. These solutions should create sound development in transport infrastructure.
He expressed his belief that upcoming resolutions to be adopted by the 12th National Party Congress will provide a fresh driving force in the development of transport infrastructure.
