Hanoi (VNA) – Party General Secretary To Lam’s article entitled “Promoting Party characteristics in building a law-governed socialist State in Vietnam” brings a breath of fresh air and creates new vitality to the promotion of building and perfecting the Vietnamese rule-of-law socialist State of the people, by the people, and for the people in a faster and more effective manner, commended Deputy Minister of Justice Nguyen Thanh Tinh.

Tinh told the press that in the article, the Party leader gave his guiding viewpoints in building and perfecting the law-governed socialist State of Vietnam through the direct and comprehensive leadership of the Party, the role and efforts of grassroots Party organisations, and the revolutionary pioneering and leading role of officials and Party members in implementing Resolution No. 27-NQ/TW issued by the 13th Party Central Committee on continuing to build and refine the law-governed socialist State of Vietnam in the new period.

The Party chief affirmed that building a law-governed socialist State is the means and method to successfully achieve the objectives the Party outlined in its Charter: "Building an independent, democratic, prosperous Vietnam with a just and civilised society and free of exploitation, successfully achieving socialism and ultimately communism.” This is also a way to realise national development goals set in documents of the 13th National Party Congress, the Deputy Minister said.

In the article, the Party chief also clarified the need to promote the substantive and effective participation of the entire political system through optimising and harmoniously resolving the relationship of the three factors – Party's leadership, State management and the people's mastery.

General Secretary To Lam underlined that the Party leads through its guidelines and policies and directs the institutionalisation of guidelines and policies into laws to govern the State and society, and pointed to the need for a strict, scientific, and democratic law-making process so that policies and laws fully reflect the will and aspirations of the people; protect State interests, and legitimate rights and interests of organisations and individuals.

Regarding State management, the Party chief highlighted the need to simultaneously strengthen the two factors - rule of morality and rule of law, underscoring that there will be no law-governed socialist states in reality if cadres, Party members, and State agencies show ignorance and irresponsibility to the legal and legitimate rights and interests of the people and businesses, as well as socio-economic development, Tinh said.

For the judicial sector, the official held that it should carry forward its role in advising the Government and Party committees in localities in implementing Resolution 27 on the foundation of new perceptions guided by General Secretary Lam, along with strengthening the popularisation of law and issues related to law-government socialist State./.

Vietnam, Indonesia promote collaboration in personnel training
