Hanoi (VNA)Party members and the public nationwide have expressed their high expectations for specific decisions and drastic measures on personnel work during the ongoing seventh plenary session of the 12th tenure Communist Party of Vietnam (CPV) Central Committee.

They are especially interested in the building of the contingent of cadres working for State agencies.

While giving opinion on the project “building a contingent of cadres at all levels, especially strategic level, with sufficient virtue, capacity and prestige on par with their assigned tasks”, Le Thanh Nhan, a Party member from Thot Not district of Can Tho city mentioned the fact that there are civil servants working in public agencies but they do not have enough qualifications and capacity.

He hoped the project would give solutions to personnel-related violations in State agencies, thus wining absolute trust of the people for the Party and State.

Vo Thanh Do from Ninh Kieu district stressed the need to pay attention to training personnel, especially key cadres, saying that it is important to train people who are both capable and virtuous.

Meanwhile, Pham Ngoc Hung, head of the pensioners’ club of Can Tho city said the personnel matter discussed at the meeting is very timely.

He expected that if it is approved, the scheme will help to create generations of cadres who are good at both profession and morality.


Bui Quang Tinh, chief of the association of veterans in Thua Thien- Hue said the project will help limit the race for powerful positions in State agencies.

It will also create an equal competition environment for labourers and attract real talents, he said.


Regarding the social insurance policy reform project, Tran Van Minh, Director of the Vietnam Social Security’s chapter in Can Tho, appreciated the proposal of reforming social insurance policy following the multi-level model.

He stressed the project showed many breakthroughs, bringing the people the right to be insured and creating equality in joining social insurance.

Tran Thi Xuan Mai, Director of the municipal Department of Labour, Invalids and Social Affairs, highly valued the Government’s and relevant ministries’ efforts in completing the project on salary reform to submit to the session.

She said the proposal to pay salary to public servants based on position, job title, and workload is a breakthrough point of the scheme, which will be an important basis to effectively implement the streamlining of State agencies’ apparatus.


Hoang Thi Ngan, Secretary of the Union of Science and Technology Associations of Thai Nguyen province said the reform of salary policy should be closely connected to the downsizing of public agencies’ apparatus, thus creating a turning-point in production activities.

According to Colonel Le Van Nguyen, Commander of the Border Guard Force Command of the central province of Thua Thien – Hue, salary reform is a right, practical and reasonable policy.

Tran Thao Nguyen, staff of the People’s Committee of Phu Nhuan ward, Hue city said the payroll based on job title would create a breakthrough in promoting labour productivity, adding that the reasonable salary policy will help promote the social development.

Nguyen Manh Thang from Phu Luong district, the northern province of Thai Nguyen said the policy should devise measures to expand voluntary social insurance for farmers.-VNA
