Hanoi (VNA) - Prime Minister Pham Minh Chinh has signed an official dispatch, mandating stricter oversight and sweeping cuts to administrative procedures and business conditions, with processes to proceed without regard for local administrative boundaries.
Under prior government resolutions, the PM approved a reform blueprint spanning 14 ministries and ministerial-level agencies. It targets simplification or elimination of 2,051 out of 4,888 administrative procedures, 42% of the total, and streamlining of 2,263 out of 6,974 business conditions, or 32%. Authorities also plan to amend or supplement 466 legal documents to support the changes.
Locally, 25 of 34 provinces and centrally-run cities have linked business-related administrative services to the National Public Service Portal, hitting more than 90% coverage. Four localities reached complete integration, and all 34 localities disclosed lists of procedures freed from boundary constraints.
To amplify reductions in business conditions and procedures, the government leader directed ministers, heads of ministry-level agencies, and chairpersons of people’s committees of provinces and centrally-run cities to rigorously evaluate impacts of administrative procedures and business conditions in draft laws, while boosting consultations with stakeholders, particularly private-sector rules.
Legal and administrative units at every level must closely supervise and strictly implement their evaluations and examinations of proposed regulations.
Relevant agencies must fully follow the approved reform plans without delay. For 2025, the Government targets slashing completion time for administrative procedures by at least 30% and trimming compliance costs by the same margin.
Administrative procedures must appear precisely and promptly in the national database to aid oversight and adherence by officials, civil servants, companies and the public.
Reviews after rollout will flag obsolete or hindering rules for prompt revision or abolition.
