The 2012 Vietnam Provincial Governance and Public AdministrationIndex (PAPI) has been recognised as an effective policy tool that hasbenefited the 63 cities and provinces nationwide with their policymakingand enforcement.
The success of the index was highlighted at aworkshop in northern Hai Phong city on July 4, co-hosted by the NationalAssembly Standing Committee’s Institute for Legislative Studies and theUnited Nations Development Programme.
As an annual policy tool,PAPI gauges and monitors the efficiency of administrative procedures inState apparatus nationwide based on public feedback.
Itpromotes public participation at grassroots level and seeks to assesstransparency, accountability, corruption control, public administrativeprocedures and delivery of public services.
Thanks to datacollected by PAPI, ministries and departments at central and locallevels are expected to renew their State administrative and governancepolicies.-VNA
