Hanoi (VNA) - Police in the northern province of Tuyen Quang have successfully apprehended an internationally wanted criminal who was attempting to flee abroad, marking a significant achievement in the fight against transnational crime, announced Major General Nguyen Duc Thuan, Director of the provincial Department of Public Security, on January 9.

Earlier, on January 6, the department's investigation police agency, in coordination with units of the Ministry of Public Security, led an operation to apprehend Fan Mingzhen (Vietnamese name: Pham Minh Chan), a Chinese national residing in Yen Phu commune, Tuyen Quang province.

The suspect was subject to an international arrest warrant issued by the public security bureau of Heze city, Shandong province, China, for “organising illegal exit for others,” and the Chinese authorities requested the assistance of Vietnamese law enforcement forces in his apprehension. Investigation revealed that the individual employed sophisticated methods to conceal his identity, frequently changed his residence, and moved across multiple localities to evade capture.

Under the direct orders of Major General Thuan, task forces employed coordinated and flexible operational measures, closely tracking the suspect’s movements and conducting a swift, determined pursuit. At 3:30 am on January 7, Fan Mingzhen was arrested in Than Uyen commune, Lai Chau province when attempting to flee to Laos.

The Tuyen Quang provincial police are now coordinating with the Immigration Department and the Department of Foreign Relations of the Ministry of Public Security to finalise procedures for transferring the suspect to Chinese authorities.

This achievement not only reflects the proactive, resourceful, and effective operational work of the Tuyen Quang provincial police, but also strengthens public confidence, and underscores the role and responsibility of the Vietnamese police force in international cooperation against crime.

Meanwhile, the Lai Chau provincial police reported on January 8 that the provincial investigation police agency issued a decision to launch legal proceedings against Nguyen Thi Nga, born in 1980, residing in Trung Thanh ward, Thai Nguyen province, for fraud and appropriation of property under Clause 4, Article 174 of the Penal Code.

Nga has been investigated for posting unverified videos on her TikTok account “nguyen thi nga” (ID: @Nguyn.th.nga5701), regarding complaints from households in the Ban Chat hydropower resettlement area, which caused public confusion and unrest.

On December 31, 2025, the Lai Chau provincial police issued an order to arrest Nga for “abusing the rights to freedom and democracy to infringe upon the lawful rights and interests of organisations and individuals” under Clause 2, Article 331 of the Penal Code.

Findings showed that Nguyen Thi Nga defrauded 184 households in the Ban Chat hydropower resettlement area by falsely claiming connections with top officials and promising to “handle” their complaints in exchange for money. The victims handed over cash or made transfers, while Nga personally collected the funds outside government offices and falsely claimed the matters were resolved. Over six months, she submitted no petitions on their behalf.

After meeting with investigators, the households recognised Nga’s fraudulent scheme and filed a complaint against her, reporting initial losses of over 1.5 billion VND (over 57,000 USD)./.
