Hanoi (VNA) – PrimeMinister Nguyen Xuan Phuc on March 8 chaired a government meeting which focusedon building laws.

Cabinet members gave opinions toreports on the revised draft law on public investment; the draft law on entryand exit of Vietnamese citizens; and the draft law on the amendment and supplementof the law on the organisation of the Government and the law on theorganisation of local administration. The draft law on revising and supplementingthe Law on Cadres and Civil Servants and the Law on Public Employees was alsodiscussed.

Speaking at the session, PM Phuc saidthe government has prioritized institutional building, but the work still seesshortcomings that require more attention from ministers and better humanresources.

He highlighted the Ministry ofJustice’s responsibility in verifying draft laws and legal documents, notingthat it must point out shortcomings and irrationalities in these documentsbefore they are submitted.

Concerning compensation for landclearance, PM Phuc requested taking into consideration the National Assembly(NA) Standing Committee’s conclusion that suggested not separating thecompensation and resettlement support into independent projects.

Agreeing with the NA StandingCommittee’s recommendations on capital criteria to classify national projects,the Government leader noted that projects worth from 20 trillion VND (860million USD) and above will be submitted to the NA for approval, while thoseunder the amount can be decided by the government itself.

He tasked the Ministry ofPlanning and Investment to work with the NA Committee for Finance-Budget to completethis regulation.

Concurring with Cabinet members, PMPhuc said the draft law on public investment should regulate the decentralizationto permanent members of the People’s Councils in deciding upon a number ofprojects and investment portfolios during the period when no session of thecouncils takes place. This will speed up the progress of these projects, he elaborated.

The implementation of theresolution on the enforcement of the planning law was also tabled at themeeting.-VNA
