Russian academy pledges tech support for Vietnam’s personnel competency assessment

Hanoi (VNA) - Rector of the Russian Presidential Academy of National Economy and Public Administration (RANEPA) Alexey Komissarov has affirmed readiness to transfer technology and help Vietnam build a unified, data-driven framework for evaluating the professional and personal competencies of officials and civil servants.

During a working session in Hanoi on December 8 with President of the Ho Chi Minh National Academy of Politics (HCMA), and Chairman of the Central Theory Council Prof. Nguyen Xuan Thang, Komissarov suggested deeper collaboration in research and wider rollout of RANEPA’s proprietary assessment platforms.

Thang welcomed the idea, noting that Vietnam is shifting toward quantitative, evidence-based personnel evaluation.

He said their working session coincides with the 75th anniversary of diplomatic relations this year. He praised bilateral coordination, particularly following Party General Secretary To Lam’s official visit to Russia, during which RANEPA conferred on him the title of Honorary Professor.

With Vietnam gearing up for its 14th National Party Congress in early 2026, Thang said the HCMA is focusing on several strategic tasks, including Congress report drafting, policy advisory work, and training of officials at strategic level. He added that Vietnam is aiming for double-digit economic growth in the upcoming term, identifying sci-tech, innovation, digital transformation, and private sector development as key breakthroughs to drive national progress.

Komissarov noted that since signing a memorandum of understanding in May 2025, the two academies have launched four joint training courses this year, including a September course at HCMA for 35 members of Russia’s federal-level management reserve, an October professional development visit by a Vietnamese delegation to RANEPA, and two ongoing courses for Russian civil servants delivered on-site in Hanoi.

He revealed that RANEPA has opened a lecture hall named after General Secretary Lam immediately after the Vietnamese leader’s visit, calling it a vivid symbol of friendship and comprehensive strategic partnership between the two countries.

Looking ahead, both sides agreed to broaden cooperation beyond Hanoi to RANEPA-affiliated centres in Ho Chi Minh City, Can Tho and Da Nang, step up joint research, co-publish studies and increase delegation exchanges./.
