State, Gov’t leaders present 2007-2011 term reports

President Trietreported that he had implemented tasks relating to legislative andjudiciary activities, and law execution, defence and security sectors.

Hemade suggestions to the NA Standing Committee on ordinance buildingprogrammes and the content of a number of laws and ordinances. He wasinvolved in building an increasingly synchronous legal system whichmeets State and social management requirements and internationalintegration standards.

The President also paid due attention to mass mobilisation work and listened to the opinions of all people.

Heclosely collaborated with the Presidium of the Vietnam Fatherland FrontCentral Committee in contributing to the national great unity bloc andbringing into play democracy in social life, encouraging the people togive opinions on building the Party’s policy and the State laws, andbringing into play the creativity of people from all walks of life inthe national construction and defence.

The Prime Minister’sreport showed that under the Party’s leadership and State management,the efforts of the political system and people nationwide, the country’ssocio-economic development has recorded important achievements.

TheGovernment has instructed the completion of the legal system andsocialist-oriented market economy mechanism. Over the past five years,the number of the country’s businesses more than doubled and theircombined registered capital increased almost six times and around 4,000new cooperatives were established. By the end of 2010, 544,000businesses registered for operation, compared with the set target of500,000 businesses.

In the 2006-2010 period, the private sectorcontributed 34.8 percent of social investment, generated 49 percent ofnon-agricultural jobs in rural areas and contributed 45 percent of thecountry’s GDP.
Foreign investment in the period reached around 150billion USD and total FDI disbursement was almost 45 billion USD, morethan 2.7 times higher and surpassing the set targets by 77 percent,respectively. FDI businesses have contributed to the country’s economicrestructuring and increased competitiveness capability. Officialdevelopment assistance (ODA) commitment was more than 31 billion USD andODA disbursement reached around 13.8 billion USD, surpassing settargets by more than 1.5 times higher and 16 percent, respectively.

TheGovernment has kept its own debt and public and national debt withinthe safety limit and ensured the stable operation of the banking system.Bad debts in the commercial banking system reduced compared withprevious years. The Government has instructed synchronous measures todevelop trade in the country and gradually overcome payment imbalance,thus contributing to ensuring the major balances of the economy.

The agricultural sector recorded an average annual increase of 4.8 percent in production value over the past five years.

Thecountry’s economic growth rate attained an annual increase of around 7percent from 2006-2010 and the per-capita GDP reached 1,168 USD in 2010.

ThePM and his government also paid special attention to socio-culturaldevelopment, science-technology, environmental protection and care forpeople’s lives.

The unemployment rate in urban areas dropped from4.82 percent in 2006 to 4.43 percent in 2010, poverty-strickenhouseholds fell from 18.1 percent in 2006 to 9.45 percent in 2010, andin particular from more than 50 percent to 38 percent in 62 poorestdistricts.

The PM and his government focused their instruction onimplementing administrative reform, improving state managementefficiency and effectiveness and combating corruption and wastefulness,managing external activities and consolidating and expanding relationswith neighbouring countries and important partners, while enhancingdefence and security as well as ensuring political stability and socialorder.

PM Dung admitted his shortcomings in management andleadership. They included shortcomings in the legal and mechanismsystem, unstable economic development; low quality effectiveness andcompetitiveness; infrastructure failing to meet developmentrequirements; and slow action in human resource training and scientificand technological development./.
