Vietnam’s amended Constitution announced

The Presidential Office has announced the President's order to promulgate the Constitution.
The Presidential Office on December 9 hosted a press conference in Hanoito announce the orders of the President to promulgate the Constitutionof the Socialist Republic of Vietnam and the National Assembly’sResolution stipulating the implementation of a number of theConstitution’s points.

On behalf of thePresident, Vice Chairman of the Office Giang Son announced the Orders,No. 18/2013/L-CTN and No. 19/2013/L-CTN, on the promulgation of theConstitution and the NA’s resolution respectively.

The Constitution, which was revised on the basis of the 1992 document,was adopted at the freshly-ended sixth session of the 13th NationalAssembly with nearly 98 percent of votes.

Speaking at the event, Phan Trung Ly, Chairman of the NA’s LawCommittee, announced the basic contents of the amended Constitution,saying that the document was thoroughly and strictly prepared.

The Constitution is the result of the hard work and enthusiasticdiscussions of all lawmakers, based on crucial input from people fromall walks of life, NA deputies, experts and scientists. It reflects theintelligence, will and aspiration of the greatest majority of people andpresented the will of the Party and heart of the people and theunanimity of the whole political system, Ly added.

The revised Constitution is divided into 11 chapters with 120 articles(one chapter and 27 articles fewer than the previous version) and willcome into force from January 1, 2014.

Along with the Constitution, the NA also issued a resolution tostipulate a number of points on the implementation of the Constitution.In order to ensure that the Constitution is abided by and strictlyexecuted in all aspects of social life, the Resolution defined theresponsibility of State agencies at all levels and concerned agencies inimplementing the Constitution as well as propagating the content of thedocument.

Answering reporters’ questions related tothe Constitution, Ly said relevant agencies have made plans to buildadditional draft laws to meet the demand of enforcing the Constitution.

A number of questions on related issues were also addressed at the press conference.-VNA

In his speech, General Secretary and President Lam stressed that Mulino's official visit holds special significance for bilateral ties. He expressed his belief that the visit will not only resume high-level contacts after a long gap but also give new momentum to ties, moving them into a more substantive, effective and deeper phase.

Vietnamese, Panamanian leaders meet the press following talks

Both sides agreed that there is ample room for cooperation, particularly in trade, investment and services. They pledged to step up joint work in the economic, trade, investment, agriculture, port logistics, finance, banking, tourism and transport sectors, as well as other areas of mutual strength. They also plan to continue negotiating agreements on investment protection, aviation and other areas to create a more favourable framework for expanding cooperation.

Vietnam, Panama exchange cooperation documents witnessed by top leaders

The documents include an agreement on maritime transport cooperation between the Governments of Vietnam and Panama, an agreement on cooperation in combating transnational crime, a memorandum of understanding (MoU) on agricultural cooperation, and an MoU on tourism cooperation between the Vietnam National Authority of Tourism and the Panama Tourism Authority.

Panamanian President and spouse visit Temple of Literature

Visiting Van Mieu - Quoc Tu Giam (Temple of Literature - Imperial Academy) in Hanoi, Panamanian President José Raúl Mulino showed keen interest in the historical, cultural and artistic values of the World Documentary Heritage site, which houses 82 stone steles honouring doctoral laureates.
