13th National Party Congress: Optimising marine economic advantages, safeguarding marine sovereignty

From the 13th National Party Congress onwards, socio-economic development is identified as the focal task while safeguarding maritime sovereignty an essential and practical duty, according to Nguyen Tan Tuan, a delegate to the event.

Hanoi (VNA) – The 13th National Party Congress continued with a plenary session on January 27 morning to discuss the draft documents submitted to the event.

On the sidelines of the congress, delegate Nguyen Tan Tuan, Chairman of the Khanh Hoa provincial People’s Committee, talked to the press about his concerns related to the realisation of the congress’s political report.

- What do you feel when serving as a delegate to the 13th National Party Congress? What are you interested in at the congress?

Nguyen Tan Tuan: With the trust in the Party’s leadership, I’m happy and proud to be a delegate to the 13th National Party Congress.

At this congress, we pay special attention to overall goals and detailed targets, including the goal of turning Vietnam into a developed country with high income by the mid-21st century.

Besides, I’m also especially interested in the Party’s guidelines and policies on developing the maritime economy.

The maritime economy has received special attention in the recent past. However, Vietnam’s maritime economic advantages have yet to be fully tapped into. Therefore, I think that from the 13th National Party Congress onwards, the blue economy will be positioned in line with the viewpoint that socio-economic development is the focal task while safeguarding maritime sovereignty is an essential and practical duty.

- Many localities have been applying themselves to developing the sea-based economy. What should be done to create connectivity in the maritime economy across the country?

Nguyen Tan Tuan: Boosting connectivity to develop the maritime economy could be seen in several issues. The first is the planning of seaports. Only when the seaport planning is carried out well can goods transportation be coordinated effectively and the wastefulness seen so far be avoided.

The second is the connectivity in developing marine tourism. Each locality should offer different forms of marine tourism so that visitors to Nha Trang can feel its difference from Vung Tau or Quang Ninh.

In their strategies for maritime economic development, provinces and regions need to have truly strong connectivity and effective coordination so that the maritime economy could generate maximum benefits.

- Which issue attracted your attention most at the June 27 sitting?

Nguyen Tan Tuan: We paid special attention to and found that the report on the 12th-tenure Party Central Committee’s performance is very persuasive as it has pointed out certain problems and shortcomings, especially in the organisation of the apparatus, personnel work, and governance affairs.

Some major policies of the Party and State have also been implemented in a highly effective manner, but problems still exist in several key projects of national importance.

In addition, participants also paid attention to the building of a strong Party and, especially, a political system that is increasingly reformed to meet the people’s aspirations, which will help the Party’s policies and resolutions be translated into life early.

- The 13th National Party Congress continued specifying three breakthroughs. What are new points in these breakthroughs?

Nguyen Tan Tuan: The process of building a developed country with modern industry and high income has been divided into several periods. For example, from now to 2025, the country will gradually reduce the proportion of agriculture and develop hi-tech farming, and it will basically become an industrialsed and developed country with high income by the mid-21st century.

To that end, I think that the Government’s orientations and action plan for the new term (2021 - 2026) must adhere to the resolution of the 13th National Party Congress.

- The personnel work has been prepared thoroughly. What do you expect from the personnel work at the 13th National Party Congress?

Nguyen Tan Tuan: I have trust in the personnel preparations. Particularly, the personnel preparations for the 13th National Party Congress have been made right from the grassroots level.

Therefore, I have high trust in the quality of the 13th-tenure Party Central Committee. The Politburo and the Secretariat of the 12th-tenure Party Central Committee have made the personnel plan very carefully so that delegates can consider and select talented and moral persons to the 13th Party Central Committee to lead the country in the new period./.
