Hanoi (VNA) – The following is a brief review of the day’s events as reported by the Vietnam News Agency.

– Party General Secretary To Lam hosted a reception in Hanoi on October 26 for delegates attending the 7th International Conference on Vietnamese Studies.

The Party chief said the strong attendance of scholars and researchers from both Vietnam and abroad conveyed an important message that Vietnam is not merely a subject of study but has become an intellectual partner for scholars of Vietnamese studies. Read full story

– Prime Minister Pham Minh Chinh joined leaders of other ASEAN countries and Timor-Leste at the opening ceremony of the 47th ASEAN Summit and related summits in Kuala Lumpur on October 26.

– Prime Minister Pham Minh Chinh underlined ASEAN's unity in diversity and called for harmonious development while attending a high-level dialogue of the ASEAN Business and Investment Summit (ABIS) 2025 in Kuala Lumpur, Malaysia, on October 26.

Taking place on October 25–26, ABIS 2025, part of the 47th ASEAN Summit and Related Summits, gathered more than 1,500 participants, including ASEAN leaders, CEOs of large corporations, and international economists. It focused on the private sector’s innovative measures for promoting policy reforms and elevating the bloc’s role in the global economy. Read full story

– Prime Minister Pham Minh Chinh had separate meetings with Cambodian Prime Minister Hun Manet, Canadian Prime Minister Mark Carney and Brazilian President Lula da Silva on the sidelines of the 47th ASEAN Summit and Related Summits in Kuala Lumpur, Malaysia, on October 26.

Meeting with Cambodian PM Hun Manet, PM Chinh congratulated Cambodia on its great and comprehensive achievements in recent times, and welcomed new progress in peacefully resolving the Cambodia - Thailand situation, including the signing of the Peace Agreement on the occasion of this summit. – Continuing a series of activities within the framework of the Signing Ceremony and High-Level Conference of the United Nations Convention against Cybercrime (Hanoi Convention), General Luong Tam Quang, Politburo member and Minister of Public Security, held a series of bilateral meetings with foreign guests in the capital city on the morning of October 26.

During his meeting with Mozambican Minister of Interior Paulo Chachine, the two sides agreed to deepen the ties between the two countries and ministries by effectively implementing the signed cooperation documents, enhancing information exchange, experience sharing, and coordination in investigation and criminal pursuit, particularly transnational crimes, drug trafficking, terrorism, human trafficking, and high-tech crime. – Vietnam has proposed that the United Nations and its Office on Drugs and Crime (UNODC) set up regional training centres on cybercrime investigation and electronic evidence to enhance countries’ capacity in combating the growing threat of online offences.

The proposal was raised at a seminar on “Implementing the UN Convention against Cybercrime: Capacity Building - a Pillar of Global Cooperation”, held in Hanoi on October 25 as part of activities marking the signing ceremony of the UN Convention against Cybercrime, also known as the Hanoi Convention. – Deputy Prime Minister Bui Thanh Son has signed off the Prime Minister's decision to approve the content of the Vietnamese and Singaporean Governments' memorandum of understanding (MoU) on rice trade cooperation.

The Singapore Government’s proposal to sign a bilateral rice trade agreement with Vietnam is expected to help stabilise Vietnam’s rice export to the city-state in the time ahead. Read full story

– Timor-Leste officially joined the Association of Southeast Asian Nations (ASEAN), becoming the bloc’s 11th member state at the 47th ASEAN Summit held in Kuala Lumpur, Malaysia on October 26.

Major socio-economic issues spotlighted at national conference

On the basis of a comprehensive assessment, the Party Central Committee has agreed on key targets aimed at achieving double-digit growth, contributing to the realisation of the country’s long-term strategic goals of becoming a developing country with modern industry, upper middle-income status and securing a position among the world’s top 30 economies by 2030.

Vietnam–China partnership advances towards deeper trust and connectivity: Chinese scholar

New regulation on political, ideological work in Party highlighted at national conference

The regulation, adopted at the second plenum of the 14th Party Central Committee and issued as Regulation No. 19-QD/TW on April 8, 2026, marks the first comprehensive and systematic framework governing political and ideological work in the Party. It reflects a new step in theoretical mindset and strong political resolve to enhance Party building as well as the Party's leadership and combat capacity.

Party conference spotlights key reforms in inspection, disciplinary work

Resolution 05 introduces a number of breakthrough viewpoints, positioning inspection and supervision as one of the Party’s most critical leadership functions. It is defined as a mechanism for self-correction and self-improvement, a key tool to control power and uphold Party discipline and order, ensuring that the Party’s guidelines are implemented rigorously and effectively in practice.
