Central Party agencies asked to promote role as Party’s strategic advisory centre

The Party leader requested that to further promote their role as strategic advisory bodies for the Party Central Committee, Politburo, and Secretariat, the agencies must focus on upholding the Party’s nature, maintaining the fighting spirit, and ensuring the vanguard role in every field of work.

Hanoi (VNA) – The performance quality of central Party agencies is decisive to the leadership capacity, ruling capacity and combatant strength of the entire Party, which are crucial for achieving national goals as Vietnam is holding historic opportunities for fast and sustainable development, stated Party General Secretary To Lam.

Addressing the first congress of the Party Organisation of Central Party Agencies in Hanoi on September 24, he requested that to further promote their role as strategic advisory agencies for the Party Central Committee, Politburo, and Secretariat, the agencies must focus on upholding the Party’s nature, maintaining the fighting spirit, and ensuring the vanguard role in every field of work.

He underscored that the agencies' Party organisations and members must act as exemplary forces, remaining steadfast and taking the lead across all spheres of activity. They must guarantee the Party’s leadership over every aspect of social life.

The Party Organisation, he stated, must be truly pure, comprehensively strong, and exemplary, serving as a model for other Party organisations across the political system to follow.

The General Secretary also stressed the need to enhance coordination and cohesion among all departments and bodies of the Party. He called for the establishment of an integrated and synchronised coordination mechanism among them, forming a unified "strategic general staff" that tightly links their functions such as advising, organising, inspecting, policy and strategy drafting, mass mobilisation, theory, and communication.

All efforts must serve one common objective – providing the best possible support for the leadership and direction by the Party Central Committee.

Furthermore, General Secretary Lam emphasised that all advice and proposals must be rooted in the reality, along with the legitimate interests and aspirations of the people, to strengthen the "blood-and-flesh" bonds between the Party and State with the people so that the people truly make up a solid foundation for the Party.

The Party chief pointed out four key directions for activities of central Party agencies in the coming time.

In particular, he asked them to elevate the quality of strategic advice provision with proactive forecasting, analysis, and proposal of policies suited to new realities; strongly reform leadership methods; enhance execution capacity to transform the Party's policies and resolutions into practical actions and tangible results; and step up digital transformation and adminsitrative reform.

At the same time, they must enhance internal discipline and monitoring, moving from passive to proactive inspection to eliminate “restricted areas” of inspection and supervision; boost the fight against corruption, negative phenomena, group interests and bureaucracy; and keep the Party apparatus clean, lean, efficient, and effective.

The leader also reminded them to focus on personnel development, viewing it as “the key of all keys” in the Party building, particularly in cultivating strategic advisory personnel.

He urged every Party member to be acutely aware of the honour and responsibility of working in central advisory agencies. The General Secretary asked for mechanisms and policies to attract and retain talent, ensuring a committed and capable workforce for long-term national development.

With strong unity, wisdom, and a shared aspiration to serve, General Secretary Lam expressed firm belief that the Party Organisation of Central Party Agencies will continue to grow strongly, fulfilling its mission and asserting its role as the strategic advisory body of the Party in the new era./.
