Hanoi’s budget revenue reaches a record 25.4 billion USD

The surge in budget collection stemmed from a stable macroeconomic foundation and positive growth momentum.

Hanoi (VNA) – Hanoi’s budget revenue hit a record high of over 668 trillion VND (25.4 billion USD) as of December 25, equivalent to 130% of the estimated target and nearly 38% higher than the same period in 2024.

The figure reflects the strong recovery and renewed dynamism of the capital’s economy. Domestic revenue continued to serve as the main pillar, ensuring the sustainability of local public finances.

Notably, this impressive result was achieved despite numerous challenges facing the city, particularly the impact of tropical storms Bualoi and Matmo. However, with a spirit of “innovative thinking and decisive action”, Hanoi effectively pursued its “dual goals” of disaster prevention and economic development.

The surge in budget collection stemmed from a stable macroeconomic foundation and positive growth momentum. Hanoi’s gross regional domestic product (GRDP) expanded by 8.16% in 2025, meeting the target for the year. The business and investment climate continued to improve significantly, attracting a record 4.29 billion USD in foreign direct investment, up 56% year-on-year. At the same time, the number of newly established enterprises rose sharply, with around 32,400 firms registered and total new registered capital amounting to some 400 trillion VND.

Alongside efforts to boost revenue, the city took strong measures to manage budget spending and accelerate public investment disbursement. Disbursement of public investment capital in 2025 reached 100% of the plan, with resources prioritised for key projects and major transport infrastructure, including large bridges over the Red River and ring-road systems, creating spillover effects for economic development.

The outstanding budget performance in 2025 not only ensured sufficient resources for recurrent spending and social welfare, but also paved the way for Hanoi to advance two “mega projects” in the near future, namely the Red River Landscape Boulevard Axis and the Olympic Sports Urban Area, contributing to the goal of building a “Civilisation – Identity – Creativity” capital city in the new era.

Looking ahead to 2026, in the context of mixed global and domestic prospects, Hanoi has set a target for local State budget revenue of around 546.93 trillion VND. To this end, the city will continue to nurture sustainable revenue sources, promote administrative reform, remove obstacles for businesses, and practise strict expenditure savings, especially in regular spending./.
