Law-making identified as “breakthrough of all breakthroughs”: NA Chairman

Chairman Man emphasised that over the years, the Party and State have paid great attention to law-making. Hanoi (VNA) - Chairman of the National Assembly (NA) Tran Thanh Man on November 7 reiterated the need to make legal institutions a competitive advantage and define law-making as a “breakthrough of all breakthroughs,” as directed by Party General Secretary To Lam, when addressing a ceremony in response to the Vietnam Law Day (November 9).

Chairman Man emphasised that over the years, the Party and State have paid great attention to law-making. During the 13th term of the Party Central Committee and the 15th tenure of the legislature, the law building work has become increasingly rigorous, with enhanced coordination between the Government and the NA.

During the 15th tenure, the NA has passed 99 laws and 41 legal resolutions. At its ongoing 10th session, the legislative body is expected to continue considering and approving 53 draft laws and resolutions to address obstacles and bottlenecks, promote socio-economic development, and ensure human rights and citizens’ rights, the top legislator noted.

However, he pointed out that law-making has not yet met the country’s development requirements; and the work of law dissemination, education, and communication remains limited, making it difficult for people to fully understand the laws and act in accordance with the Constitution and legal regulations.

The top legislator requested the prompt issuance of detailed regulations and guidelines for implementing laws and resolutions to create a favourable, transparent, safe, and low-compliance-cost legal environment.

He also urged the Government to issue decrees, and ministries to promulgate circulars to ensure that policies are quickly put into practice, avoiding the situation where “laws await decrees” or decrees are issued but circulars fail to follow in time.

The NA Chairman requested the Ministry of Justice to further promote the functions of the National Law Portal to better serve citizens and businesses with greater convenience and accessibility; and accelerate digital transformation, digitisation, and the application of artificial intelligence (AI) in legal dissemination, education, and communication.

On this occasion, the National Law Portal was launched at phapluat.gov.vn. This is a common digital platform built and operated by the Ministry of Justice, and serves as an official, centralised, reliable, and unified information channel for people, businesses, and organisations to look up and learn about legal information conveniently, accurately, and completely. It provides comprehensive information related to law making and enforcement, ensuring that legal information and data meet the "accurate, complete, clean, and up-to-date" standards and are public, transparent, user-friendly, and easily accessible to all.

At the ceremony, NA Chairman Man presented Certificates of merit bestowed by the Prime Minister to collectives and individuals with outstanding achievements in law building and enforcement during the 2024–2025 period, and awarded certificates and insignias to exemplary figures in law practice in 2025./.
