Hanoi (VNA) – The 15th National Assembly continued its 8th session with a plenary discussion on the draft revised Law on Cultural Heritage that comprises nine chapters and 100 articles.
The debate focused on contentious contents, aiming to refine the legislation before its final approval.
Lawmakers heard a verification report delivered by member of the NA Standing Committee and Chairman of the NA Committee for Culture and Education Nguyen Dac Vinh.
Deputy Duong Van Phuoc from Quang Nam province suggested issuing separate mechanisms and management models tailored to each kind of tangible cultural heritage. This approach, he said, would ensure that the unique characteristics and needs of different heritage sites are adequately addressed.
A consensus emerged among the majority of lawmakers regarding the establishment of a cultural heritage conservation fund. This fund would provide essential financial support for conservation and restoration projects as the State budget alone cannot fully cover.
Most Venerable Thich Duc Thien from Dien Bien province stressed the importance of specific mechanisms and policies to ensure the fund's effective operation. He proposed tax and fee exemptions for donors, along with transparent and open management practices, to build their trust.
He also suggested broadening the authority to establish funds for accredited religious organisations. This move, he said, would create diverse and effective resources for cultural heritage preservation, leveraging the collective efforts of various stakeholders./.
