Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc urged ministries and sectors to ensure the progress of building legal documents as well as their quality, after listening to the Ministry of Justice’s report on the implementation of the Government’s law and ordinance building programme during a two-day Cabinet meeting starting on June 30.

According to the ministry, the majority of documents detailing laws will take effect from July 1 this year.

However, it pointed out that the submission of a number of bills and ordinances have been delayed, while the building and issuance of documents specifying laws, including circulars, remained slow.

As of June 28, 56 documents guiding the implementation of laws have been issued, accounting for 32.5 percent of the plan. Meanwhile, 49 out of 50 documents stipulating regulations on business and investment conditions have been submitted to the Government. The remaining one paper, made by the Ministry of Defence, is being verified by the Ministry of Justice.

Until the end of this year, 114 documents are scheduled to be issued to detail underway laws and laws that will become effective on July 1, together with 81 documents guiding the implementation of 12 laws that take effect after July 1.

Citing the lesson of the delay of the Penal Code 2015 enactment, the PM asked ministries to stay sober in the institutional construction even under the pressure of progress and quantity.

The PM hailed the engagement of the Vietnam Fatherland Front, organisations, agencies, businesses and experts and citizens in the drafting of the documents.

He directed ministers and heads of sectors to task functional agencies to seek measures to lessen the owing of legal documents, considering it as their core duty.

In necessary cases, the Justice Ministry should send officials to other ministries to help with legal document building, he said, asking the head of the Government Office to directly meet with ministries to solve obstacle and speed up the work.

The Government leader also emphasised the need to ensure the quality of legal documents, in particular the guiding documents, to boost the administrative reform, and create a favourable investment environment for people and businesses.

It is crucial to openly collect ideas from experts and people to enhance the quality of the documents, he requested.

During the working day, Cabinet members also discussed a number of bills, including the revised Railway Law and the Law on amending and supplementing some articles of the Technology Transfer Law.

On July 1, they will have online meeting with localities on their socio-economic situation.-VNA
