National Assembly (NA) Chairman Nguyen Sinh Hung has emphasised the needto continue renovating and improving the quality and efficiency of theNA’s operations.
In an interview with the VietnamNews Agency on the occasion of the Lunar New Year, Hung affirmed theNA’s political determination to better perform its three functions in2013, including law making, supervising and deciding the country’simportant issues.
According to Hung, 2013 is thetransitional period of a new development stage and a key year for theimplementation of the 2011-2015 socio-economic plan.
He noted that after two years of implementation, many targets have notbeen met while the country must continue to allocate a big share ofresources for building infrastructure, reducing poverty, ensuringdefence-security, social welfare and dealing with natural disasters andclimate change.
In this context, the NA has set thetargets for 2013 of strengthened macroeconomic stability with lowerinflation and a higher growth rate than 2012. The country mustaccelerate the implementation of three strategic breakthroughs incombination with economic restructuring and shifting the growth model,while ensuring social security and welfare. The country will alsoimprove foreign relations and international integration to create afirmer foundation for future development, he said.
Towards this goal, strong resolve and concerted efforts are needed tocarry out 8 groups of measures as set in the NA’s Resolution on thesocio-economic development plan for 2013.
Accordingto the NA Chairman, the legislature will have a great workload in 2013.In addition to implementing the 2013 Law and Ordinance BuildingProgramme (approve 22 laws and examine 10 other bills), supervising theenforcement of thrift practices and preventing wasteful use of capitalfrom Government bonds to construct infrastructure in the 2006-2012period and the implementation of policies and laws on medical insurancein the 2009-2012 period, the NA will also consider and approve therevised Constitution and organise for the first time confidence votes onofficials elected or approved by the NA or People’s Councils.
“These are two important tasks relating to the country’s essentialissues. Fulfilling them requires the utmost efforts of NA deputies andagencies as well as the active support and assistance of voters andpeople nationwide,” he stressed.
Hung said that theNA is gathering public opinion on the draft amendments to the 1992Constitution. This is an important and extensive political-legalactivity and a democratic way for the people to exercise their masteryright in the country’s important issues, he added.
It also reflects the responsibility of the Party, army, people and allagencies and organisations in the political system, he said, affirmingthat the process must ensure democracy and gather the input of allpeople.
The Chairman went on to say that theresolution on conducting votes of confidence on officials elected orapproved by the National Assembly or People’s Councils adopted by the NAat its fourth session is a significant renovation in the country’spolitical life that aims to realise the Party’s polices and the law bysupervising the Party and State’s key leaders, he said.
“I believe that with the Party, people and army’s determination andsolidarity we will overcome all difficulties and challenges, createfoundations for sustainable development and successfully fulfil futuretasks and plans,” the NA leader concluded.-VNA
