Deputy PM urges completion of site clearance for Ninh Thuan nuclear power project in 2025

The Party and the Government pay special attention to accelerating the development of clean and green energy sources to support double-digit socio-economic growth target and ensure national energy security, focusing on developing the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.

Hanoi (VNA) - The Government Office on August 4 issued Notice No. 395/TB-VPCP on conclusions of Deputy Prime Minister Bui Thanh Son on nuclear power development, highlighting the requirement to complete site clearance for the Ninh Thuan nuclear power project in the south-central province of Khanh Hoa in 2025.

The project covers the construction of two nuclear power plants, namely Ninh Thuan 1 and Ninh Thuan 2.

The notice states that the Party and the Government pay special attention to accelerating the development of clean and green energy sources to support double-digit socio-economic growth target and ensure national energy security, focusing on developing the two nuclear power plants. It stressed that the scheme will help not only boost electricity supply but also support Vietnam’s transition to clean and green energy and its commitment to net-zero emissions by 2050.

The Politburo greenlighted the resumption of the Ninh Thuan nuclear power project, while the National Assembly issued Resolution No. 189/2025/QH15 on special mechanisms and policies for its implementation.

The Prime Minister has established a steering committee for the construction of nuclear power plants, chaired two meetings, and assigned ministries and agencies to mobilise resources and speed up the project. Under the plan, Vietnam Electricity (EVN) will develop the Ninh Thuan 1 nuclear power plant while the Vietnam National Industry – Energy Group (Petrovietnam) will build Ninh Thuan 2. The Khanh Hoa provincial People’s Committee will be responsible for implementing the resettlement and site clearance work for the project.

Deputy PM Son praised the provincial People’s Committee for its proactive efforts in completing assigned tasks and actively engaging in public outreach to gain support for the nuclear power development policy of the Party and the State.

To ensure progress stays on track as directed by the Prime Minister, strong focus and concerted efforts are required from all units, especially support from ministries and agencies in addressing obstacles, he said.

He asked the provincial People’s Committee and relevant ministries and agencies to mobilse all available resources, proactively resolve obstacles within their authority, and implement assigned tasks with urgency, efficiency, and the best possible results.

The steering committee for nuclear power plant construction is tasked with working closely with the Party Central Committee's Commission for Information, Education and Mass Mobilisation and its chapter in the locality to develop communication plans and strengthen coordination mechanisms, aiming to enhance public understanding and support in project areas.

The Deputy PM assigned the Ministry of Industry and Trade (MoIT) to coordinate closely with relevant ministries, agencies, EVN, and Petrovietnam to actively negotiate intergovernmental agreements with foreign partners for the nuclear power project.

The MoIT was also requested to coordinate with the Ministry of Justice, the Khanh Hoa provincial People’s Committee, and other relevant agencies to thoroughly review matters requiring adjustments, and report to the PM for submission to the appropriate authorities, ensuring consistency with the NA’s Resolution No. 190/2025/QH15 on the reorganisation of the state apparatus.

The Ministry of Science and Technology has been tasked with urgently working with relevant ministries and agencies to review legal regulations, the latest safety guidelines of the International Atomic Energy Agency (IAEA), and international standards and practices, in order to establish a unified regulation on the safe distance from residential areas.

Meanwhile, the Ministry of Finance will work with the provincial People’s Committee to review the total funding required for resettlement and site clearance, propose central budget support, and report to the PM before August 10, 2025.

EVN and Petrovietnam have been instructed to urgently complete the pre-feasibility studies for the plants, to submit to the competent authorities for adjustments to the investment policy. The study for Ninh Thuan 1 must be completed in September 2025, and for Ninh Thuan 2 no later than June 2026.

The Deputy PM underlined the need to ensure effective site clearance and resettlement for the Ninh Thuan 1 and 2 nuclear power plants, towards promptly stabilising the livelihoods of relocated households in their new residences./.
