Government leader pushes for clear, practical legal reforms

Hanoi (VNA) – Prime Minister Pham Minh Chinh underscored the need for a transparent and practical approach to building Vietnam’s legal system, urging clarity in roles, tasks, timelines, outcomes, responsibilities and authority, while chairing a monthly government meeting on law-building in Hanoi on June 21.

PM Chinh stressed the enhancement of the Party leadership and policy alignment, stakeholder engagement, and coordination with the National Assembly (NA), political organisations, experts, and scientists. Reality is the ultimate benchmark for success, he said, urging drafting agencies to work out policies that foster development, reduce bureaucratic hurdles, and respect practical conditions.

For amendments to existing laws, he demanded clear justifications for removing, refining, or adding provisions, as well as for cutting administrative procedures and pushing decentralisation and delegation of authority.

The new laws, PM Chinh said, must translate the Party's guidelines and policies into actions, address pressing issues, meet public aspirations, and stay practical enough to be brought to life.

Since early 2025, the Government has reviewed over 50 draft laws and resolutions, he noted. At the NA’s ongoing 9th session, it has submitted 43 draft laws and resolutions, many designed to address practical needs and unlock new growth opportunities.

He urged Deputy PMs, ministers, and heads of agencies to work closely with lawmakers to clarify every detail and ensure their passage.

The government leader also called for proactive enforcement plans, either issued by ministries or submitted for his approval, paired with efforts to disseminate, train, and ensure compliance with the new laws.

At the meeting, Cabinet members discussed several key drafts, including a replacement for the Law on Personal Income Tax, a new Law on E-Commerce, the revised Law on Deposit Insurance, the amended Civil Aviation Law, the revised Law on Enforcement of Civil Judgments, the draft Law on amendments and supplements to several articles of the Education Law, the revised Law on Higher Education, and the amended Law on Vocational Education and Training./.
