- Party General Secretary To Lam outlined specific requirements for submitting feedback on the draft documents for the 14th National Party Congress at the ongoing 10th session of the 15th National Assembly on November 4.
The Party General Secretary emphasised that legal and institutional reforms aim to strengthen the rule of law and build a socialist state of the people, by the people, and for the people. However, he noted that challenges remain: while laws may be clear in principle, they are often difficult to enforce in practice, and policies that appear sound on paper can face significant hurdles in local implementation. - Prime Minister Pham Minh Chinh chaired the 20th session of the National Steering Committee on Combating Illegal, Unreported, and Unregulated (IUU) Fishing in Hanoi on November 4.

- The National Assembly (NA) Standing Committee will convene its 51st session on November 5, according to the NA Office.
The session is scheduled to be held in four phases — the first on the afternoons of November 5 and 6, the second on November 12 and 17 afternoons, the third on November 24 afternoon, and the final on November 29. NA Chairman Tran Thanh Man will deliver opening remarks. Read full story
- Deputies discussed in groups the draft Law on Temporary Detention, Custody, and Restriction of Movement, the draft amended Law on Criminal Judgment Enforcement, and the draft Law amending and supplementing several articles of the Law on Judicial Records, as part of the 15th National Assembly (NA)’s ongoing 10th session on November 4.
They agreed that the drafting and submission of these three bills is necessary to improve the legal system, ensuring consistency in implementing the two-tier local administration model, as well as the restructuring of the People’s Public Security Force after the removal of the district-level unit. - The Vietnam Disaster and Dyke Management Authority (VDDMA), ministries, sectors and localities are actively coordinating to support areas hit by recent flooding in restoring production, stabilising livelihoods and brace for Typhoon Kalmaegi.
As of 10am on November 4, floods had left 46 people dead or missing, two more than the previous day, and 76 injured. A total of 104 houses were destroyed or swept away, mostly in Da Nang (78), while 453 were damaged and nearly 80,000 flooded (including 54,602 in Hue and 16,038 in Da Nang). Around 10,800 hectares of crops were inundated, 68,500 livestock and poultry perished, and over 45 kilometres of riverbanks and canals were eroded. Read full story
