Hanoi (VNA) – The Government has issued Decree No 331/2025/ND-CP, detailing several provisions of the Law on Atomic Energy and measures for its implementation, with a focus on the development and application of atomic energy. The decree outlines policies on investment and human resources development for the sector.
Under the decree, the State will ensure funding for the construction, development and maintenance of nuclear science and technology infrastructure, while encouraging the mobilisation of other lawful sources of capital under a long-term roadmap aligned with the pace of nuclear power development. Priority areas include a national key laboratory for nuclear science and technology; facilities for the design and manufacture of radiation and nuclear equipment, measuring instruments and other specialised devices; centres for testing radiation and nuclear technologies and laboratories for radiation and nuclear safety testing.
The decree also covers simulation systems and databases for radiation safety, nuclear safety and nuclear security; specialised computational software for safety assessment; monitoring and command-and-control systems for responding to radiation and nuclear incidents; as well as design documentation, technical manuals, prototype products and other related facilities and equipment.
Organisations, enterprises and individuals operating in the atomic energy field are encouraged to cooperate with, and receive technology transfers from, domestic and foreign partners. They will be entitled to support and incentives in accordance with laws on technology transfer, investment, bidding and other relevant legislation.
Investors committing to technology transfer in atomic energy technologies listed as high technologies prioritised for development under the law on high technology will be eligible for preferential treatment in investor selection under bidding regulations. Foreign investors pledging to transfer atomic energy technologies included in the list of technologies encouraged for transfer, particularly to domestic investors or partners, will likewise enjoy preferential treatment in line with bidding laws.
According to the decree, the Ministry of Education and Training is responsible for organising the training and professional development of teaching and research personnel in the atomic energy field, as well as formulating and issuing standard training curricula aligned with development orientations and international practices. Meanwhile, the Ministry of Science and Technology will oversee the training and development of human resources for state management, scientific research, technological development and technical support in atomic energy, with priority given to building a high-level workforce, particularly for nuclear power development.
Regarding rotation, secondment and overseas assignments, the decree provides that civil servants, public employees and workers in the atomic energy sector may be considered for assignment to domestic and overseas research, training and application institutions to enhance professional expertise, management capacity and practical skills. During such assignments, they will continue to receive full salaries, allowances and other benefits as prescribed by law./.
