At the inspection commission's 35th session (Photo: VNA) Hanoi (VNA) – The InspectionCommission of the Party Central Committee has concluded that the Partycommittee of the Transport Ministry had seriously violated the principle of centralizeddemocracy and working regulations.
This is part of the outcomes of thecommission’s 35th session from April 24-26, which was announced onMay 5.
Thecommission said the Transport Ministry’s Party committee had shown a lack ofresponsibility, slackened their leadership and inspection, resulting in manylaw violations and wrongdoings in the process of equitisation and State capitaldivestment at several enterprises under the ministry’s management.
Former secretary of the TransportMinistry’s Party committee and former minister Dinh La Thang (who had beenexpelled from the Party and is serving his time in prison) bore the primaryresponsibility as well as the responsibility of the top leader for theviolations and wrongdoings of the Party committee and the Transport Ministry.Thang himself broke the principle of centralized democracy and workingregulations in carrying out his assigned duty and tasks.
Members of the TransportMinistry’s Party committee and deputy ministers of transport, who are NguyenHong Truong, Nguyen Van Cong, Nguyen Ngoc Dong and Nguyen Nhat, also shared theblame for the violations and mistakes of the Party committee while having tobear personal responsibility for mistakes in carrying out their assigned dutyand tasks.
Vu Van Ninh, former member ofthe Party Central Committee and former Deputy Prime Minister committed violationsand mistakes in making decisions on the equitisation of and divestment of Statecapital at some enterprises under the transport ministry.
Pham Viet Muon, former deputychief of the Government Office, committed violations and mistakes in advisingGovernment leaders regarding the equitisation and State capital divestment at someenterprises under the transport ministry.
The violations of the TransportMinistry’s Party committee and the above-mentioned officials have caused greatlosses of State money and property, negatively affecting the prestige of theParty organisation and the transport sector, causing resentment in society and promptingthe need for disciplinary actions.
Units under the TransportMinistry and the Government Office must be held accountable for letting thoseviolations and mistakes take place, the Inspection Commission said andrequested competent Party agencies examine and decide punishment on relatedunits and individuals.
The Inspection Commission alsolooked into the case of the standing board of the Party Committee of the navalforce under the Ministry of Defence, and came to the conclusion that thestanding board had seriously violated the principle of centralized democracyand working regulations, shown a lack of responsibility, slackened theirleadership and inspection, resulting in many law violations and wrongdoings inthe management and use of defence land, with a number of officers and Partymembers in the naval force held subject to criminal liability.
Admiral Nguyen Van Hien, formermember of the Party Central Committee, former member of the Central MilitaryCommission and former Deputy Minister of Defence, must share the responsibilityfor the violations and mistakes by the standing board of the Party Committee ofthe naval force during the time he served as vice secretary of the PartyCommittee and Commander of the force. He must also bear the main responsibilityas well as personal responsibility for the violations and mistakes of the forcein management and use of defence land.
Vice Admiral Nguyen Van Tinh, formermember of the Party Central Committee, former member of the Central MilitaryCommission, former secretary of the Party Committee of the naval force andformer political commissar of the force, must bear the responsibility as a topleader for the violations and wrongdoings of the standing board of the PartyCommittee of the naval force.
Rear Admiral Le Van Dao, formermember of the Party Committee and former Deputy Commander of the naval force,must bear the shared responsibility and personal responsibility for the force’sviolations and wrongdoings in the management and use of defence land.
The violations of the standingboard of the Party Committee of the naval force and the above-mentioned officershave caused great losses of State money and property, negatively affecting theprestige of the Party organisation and the army, prompting the need for disciplinaryactions.

The commission gave a warning toLieutenant General Nguyen Hoang Thuy who is vice secretary of the PartyCommittee and Commander of Military Zone 9, and stripped all Party positions ofColonel Truong Thanh Nam who is member of the Party Committee and deputy chiefof staff of Military Zone 9 and also former vice secretary of the Party committeeand Commander of Division 8 under Military Zone 9. Those two officers had seriouslyviolated the principle of centralized democracy and working regulations, showna lack of responsibility, slackened their leadership and inspection, resultingin many law violations and wrongdoings in the management and use of land atDivision 8.
The commission asked the PartyCentral Committee’s Secretariat to consider and decide punishment for Nguyen BaCanh, member of the Party Committee of Da Nang and deputy head of the Da NangParty Committee’s Commission for Mobilisation, as Canh had committed violationsof rules on ethics and lifestyle, regulations of the Party Central Committee onthings that Party members are banned from doing, and the Party’s rules on Partyofficials and members’ responsibility for setting example.
The commission also meted outpunishments to several Party officials in Hanoi and Hoa Binh province, amongsome other issues.-VNA
