Prime Minister Nguyen Xuan Phuc and UN Secretary General Antonio Guterres at a meeting in 2017 (Source: VNA) Hanoi (VNA) - Prime Minister Nguyen Xuan Phuc will lead a high-rankingdelegation to the 73rd Session of the UN General Assembly in NewYork, the Ministry of Foreign Affairs has announced. The event will take place fromSeptember 25 - October 1 with the theme “Makingthe United Nations Relevant to All People: Global Leadership and SharedResponsibilities for Peaceful, Equitable and Sustainable Societies”.
The Vietnamese delegation will emphasize its messageto call for strengthened global partnership for a world of peace, justice andsustainable development for all people, which will highlight the importance ofcompliance with international law, prevent and peacefully settle disputes, nouse or threat of use of force.
Vietnam will also stress the necessity to promote multilateralism and a globalpartnership with shared responsibility; to make the UN stronger, moredemocratic and effective; and to ensure adequate resources for UN operations,especially its support for developing countries.
Vietnam’s participation in the important event aims to reaffirms the country’s consistentforeign policy of independence, self-reliance,peace, cooperation and development; multilateralization and diversification ofexternal relations, proactive international integration, and its role in multilateralcooperation mechanisms.
Vietnamofficially joined the UN on September 20, 1977, and since then the country’s relationshipwith the global organisation has been growing.
Ithas actively cooperated with non-aligned and developing countries to fight forand protect fundamental principles of the UN Charter, such as those on sovereignequality, non interfere in other countries' internal affairs, not useor threaten to use force, and protect the interests of developing countries,including Vietnam.
During the process of Vietnam’s industrialization and modernization, the UN hasactively supported the country to successfully implement its socio-economicdevelopment goals and become one of the states that completed the UN MillenniumDevelopment Goals (MDGs).
The UN’s assistance for Vietnam focuses on promoting sustainable povertyreduction, protecting the environment, adapting to climate change and rising sealevel, training human resources, building institutions and fostering genderequality.
At the same time, the UN hasalso made valuable contributions to improving Vietnam’s production techniquesand capacity, the quality of human resources serving development ofsci-technology, and addressing other social issues in Vietnam.
Vietnam has taken advantageof the UN as a forum for strengthening relations with its organizations andexpanding bilateral and multilateral relations with other countries andinternational organizations.
Vietnam fulfilled its role as a non-permanent member of the UN Security Councilfor the 2008-2009. This was the first time Vietnam had got involved in the mostimportant body of the UN for international peace and security.
Vietnam actively negotiated and became a full member of the Chemical Weapons Convention (CWC) in1998. It also entered negotiations and was one of the first countries to signthe Comprehensive Nuclear-Test-Ban Treaty in 1996, and became a member of the Conference on Disarmament in 1996.
The country is also fully and practically involved in the UN's policy-makingmechanisms, and it was also highly voted in many UN agencies, especially the UNSecurity Council for the 2008-2009 term, the UN Economic and Social Council in 1998-2000and 2016-2018 tenures, the UNESCO's Executive Board (2015 - 2019), and the UNInternational Law Commission (2017 - 2021).
Vietnam has actively joined efforts to promote human rights in the world and proposeda resolution on the impact of climate change for children's rights. The countryalso introduced and participated in many initiatives such as protecting theright to work of disabled people, ensuring a safe working environment forworkers at sea, enhancing education and combating trafficking of women andgirls.
Thanks to its dynamic, active and proactive participation, Vietnam is creditedas ASEAN coordinator at the UN Human Rights Council.
Vietnam has actively participated in the building and implementing of internationaltreaties, as well as contributed to joint efforts to promote the UN’s role as ajust and effective global multilateral institution, in order to meet thegeneral aspirations of the mankind.
The cooperation between Vietnam and the UN is a good example of developmentcooperation among UN member countries, as well as the role of the UN inpromoting international cooperation to address economic, social, cultural andhumanitarian issues.
In June 2014, Vietnam sentits forces to participate in UN peacekeeping operations. The country has so farsent 27 military officers and is preparing to send a second-level fieldhospital to participate in the work.
At a meeting of the Asia-Pacific Group at the UN, member countries agreed to selectVietnam as the only candidate of the Asia-Pacific region for anon-permanent seat at the UN Security Council (UNSC) for the 2020-2021 tenure. Thisdemonstrates the support for and trust of the regional countries in the roleand capacity of Vietnam.
On July 5, 2018, a new common Strategic Plan for the 2017- 2021 period wassigned between the Vietnamese Government and the 18 UN agencies. This is animportant milestone highlighting the strong commitment of the UN and Vietnam inthe National Action Programme to implement the Agenda for sustainabledevelopment until 2030.-VNA
