Vietnam steps up UXO clearance efforts

Vice Minister of Labour, Invalids and SocialAffairs (MoLISA) Bui Hong Linh made the affirmation at a press talk inHanoi on April 2 to mark the International Day for Mine Awareness andAssistance in Mine Action (April 4).

Linh, who isalso deputy head of the Executive Office of the State Steering Committeeon the National Action Programme on Settling Consequences of UXO inthe 2010-2015 period (known as Programme 504), said that bomb and minepollution has caused serious losses on humans and property, thus greatlyaffecting people’s life, socio-economic development, social safety andenvironment.

Participants at the talk suggestedVietnam early complete the surveying, assessment and location of bomband mine polluted areas in the country as well as build nationaltechnical standards and set up a relevant database with a focus onsettling seriously polluted areas, even at sea.

Relevant ministries and agencies should recommend the Government tobuild a national action plan on surmounting the bomb and mineconsequences and mobilising resources to speed up the work and supportvictims, they said.

According to statistics, in1975-2000 period, Vietnam had more than 42,000 deaths and 62,000injured by unexploded bombs and mines. Most victims were breadwinnersand children.

About 600,000 tonnes of unexplodedbombs and mines remain over an area of 66,000 sq.m or 20 percent ofthe country’s total.

As an important milestone inVietnam’s bomb and mine actions, Programme 504 has defined thedemining scope, objectives, tasks, resources and measures as well asdetermining the responsibilities of ministries, agencies and localitiesin the work.

In 2012, the MOLISA’s Social ProtectionDepartment coordinated with relevant agencies in organising a range ofactivities to support the victims, including building pilotcommunal-level rehabilitation centres and organising seminars to boostpartnership in demining.

Those activities areexpected to continue in 2013, along with the supervision of pilotprojects supporting the victims in localities, said the department.-VNA

Assignment of settlement authority of district-level administrative procedures must be completed before June 10

They are asked to issue legal documents within their jurisdiction to implement cuts and reassign the authority of settlement at the district level. For procedures requiring government decrees, ministries must submit them to the Ministry of Justice for review by May 10, and to the Government for approval by May 30. Progress on the work must be reported to the PM by May 10.
