Vietnam and the UK signed 2012 Action Plan in London on March 27to continue implementing the two countries’ strategic partnershipagreement, which aims to further enhance bilateral ties to a higherlevel.

Vietnamese Ambassador to theUnited Kingdom of Great Britain and Northern Ireland Vu Quang Minh andForeign Office Minister Jeremy Browne signed the Action Plan which setout priority areas of cooperation this year.

Under the Action Plan, the two sides will hold 2012 Strategic Dialogueon politics-diplomacy, security and defence-related issues in Vietnamand a policy planning dialogue in London to exchange views onglobal and regional issues. Vietnam and the UK will closelycooperate on counter-proliferation of weapons of mass destructionincluding preparations to be made for a Nuclear Non-Proliferation Treatyreview conference to be held in 2015.

Vietnamand the UK also agree to substantive increase in trade andinvestment to meet targets of 4 billion USD of bilateral trade and 3billion USD by UK direct investment in Vietnam by 2013. Stronglinks are to be developed with newly formed UK-ASEAN Business Council aswell.

In the area of sustainablesocio-economic development, it is agreed that South-south cooperationwill be promoted through lessons learned from Vietnam’s development;enhance Vietnam-UK anti-corruption efforts forward the agreedcommitments of the 10 th Anti-corruption Dialogue in context of UK’srole as a leading donor.

The two sides willcooperate to mainstream climate change in development and green growthpolicies. Britain will provide financial, technological and capacitybuilding support for meteorology including transfer of weather forecasttechnology.

The UK also supports enhanced rolefor Vietnam in international climate change negotiations throughcapacity building and training.

The two sides agreeto have regular and effective dialogues on economic reforms includingstate-owned enterprise reform, banking sector reform, policy andregulation, public investment and public financial reviews.-VNA

The UK will help improve educational outcomes for primary schoolstudents, especially poor and ethnic minority children, through theSchool Education Quality Assurance Programme (SEQAP) project. The twosides will finalise early agreement on a sustainable model for theVietnam-UK international standard university in Da Nang city tobring it into operation.

Vietnam and theUK will work towards the signing of an MoU on the immigrationinformation exchange committed to under the 2011 Action Plan. The UKBorder Agency (UKBA) will provide support for the national flag carrier,Vietnam Airlines, and authorities to guard against document fraud andillegal migration. The UK also welcomes the establishment of theVietnam Office of Military Attaché’ in London in 2012.

The two countries will finalise commemorative programme to celebratethe 40 th anniversary of diplomatic relations between Vietnam and theUK . It is also agreed that cooperation on festival managementleads to a joint international festival in 2012 /2013.

The two sides agree that in fully materialising the targets set out inthe 2012 Action Plan, it will help further strengthen bilateral tiesbetween Vietnam and the UK in the coming years, particularly given theUK be Vietnam’s one of the most important partners in European Union andin the world.

The Vietnam-UKstrategic partnership agreement was signed in September 2010 during theofficial visit to the UK made by the then Deputy Prime Minister andForeign Minister Pham Gia Khiem.

Vietnam attends defence services, security exhibitions in Malaysia

16th NA reviews amendments to four tax-related laws on April 21

Lawmakers are expected to discuss the supplementary assessment of the implementation of the 2025 socio-economic development plan and state budget, as well as performance in the early months of 2026. They will also review the five-year socio-economic development plan for 2026–2030, thrift practices and anti-wastefulness efforts in 2025, and progress in achieving national gender equality targets. The session is broadcast live on radio and television, enabling voters and the public to follow proceedings.

Draft law proposes flexible tax thresholds, extended incentives for EVs

Presenting the Government’s proposal, Minister of Finance Ngo Van Tuan said the draft law proposes not to stipulate specific revenue thresholds for exemption from personal income tax or value-added tax for household and individual businesses in the law, instead assigning the Government to set these thresholds.

Lawmakers suggest groundbreaking mechanisms to revive Vietnamese culture

The draft resolution seeks to lure more investment into cultural industries, aiming for the sector to contribute 7% to GDP by 2030 and 9% by 2045. It also sets ambitious goals of ranking Vietnam among the top three countries in Southeast Asia and the global top 30 for national soft power.

Pathways to double-digit growth to be tabled at 16th NA’s first session

In the morning sitting on April 20, deputies are expected to hear proposals and verification reports on a range of draft resolutions. The documents cover breakthrough mechanisms and policies for the development of Vietnamese culture; the establishment of Dong Nai as a centrally run city; a pilot framework for public lawyer institution; and special mechanisms to address land law violations committed prior to the 2024 Land Law taking effect, alongside measures to resolve long-delayed and stalled projects.
